At the moment,the party and the country are at a critical time.Our need for higher education is more urgent than ever before.The desire for scientific knowledge and talented people is more intense than ever.With the implementation of the major measures taken by the state to promote world first-class universities,first-class disciplines and accelerate the construction of philosophy and social sciences with Chinese characteristics.The innovative development of Humanities and Social Sciences as a research object of human and human society is constantly being emphasized.Universities as the main carrier of discipline development,It has not paid enough attention to the innovation and development of Humanities and Social Sciences.It has not yet formed an accredited evaluation system for the innovation ability of the Humanities and Social Sciences.Therefore,it is of great significance to evaluate the innovation ability of the Humanities and Social Sciences and to construct the evaluation system of the innovation ability of the Humanities and Social Sciences.This paper makes a comparative study on the innovation ability of the Humanities and Social Sciences in universities and colleges in various provinces of China(Including the provinces,the municipalities and the directly under the central government,excluding the Hong Kong,Macao and Taiwan areas).The research content is divided into four parts:First,research on basic theory.Based on the literature review on the discipline innovation and innovation ability at home and abroad,defines the specific connotation of the Humanities and Social Sciences.Then according to the theory of innovation,innovation ability,discipline innovation and evaluation of discipline innovation ability,the theoretical basis of the evaluation mechanism for the innovation ability of Humanities and Social Sciences is concluded.So as to guide the construction of Humanities and Social Sciences discipline innovation ability evaluation system and data empirical research.Second,construct the evaluation system of the innovation ability of the Humanities and Social Sciences.Analysis and summary of existing research theories,Construct an influential factor model of discipline innovation ability in Humanities and Social Sciences,analysis of the influencing factors.On this basis,construct the evaluation system,including three first level indicators of human resources,funds and scientific research results and 16 two level indicators.According the scientific,comprehensive,operational and systematic principles to design the evaluation index.Quantitative data released by the national social science website 2011-2016 years of statistical of Humanities and Social Sciences in various provinces and cities in China.The research data are objectivity.Third,we use principal component analysis to extract the principal components of the evaluation index of Humanities and Social Sciences in universities,and analyze the variance contribution rate.In order to make the evaluation results objective,we will take the contribution rate of principal components as the index weight to calculate.From the perspective of time,space,input and output,we use data visualization chart to compare the change of discipline innovation ability of university Humanities and Social Sciences in all provinces of China.Fourth,put forward the existing problems and counter measures.The main problems are as follows: obvious regional differences,inadequate radiation capacity in the region,transformation ability of scientific research achievements is not enough,lack of long-term mechanism for the development of discipline.In view of the above problems,the following countermeasures are put forward,giving full play to the advantages of regional resources,enhance the ability of radiation driving in the advantageous areas,improve the transformation system of scientific research achievements,and combine theory with practice.Clear the social significance of the Humanities and Social Sciences,promote balanced development between regions,Encourage the development of industry,research and research in combination with development,establish and improve the mechanism of transformation of scientific research achievements,and promote the combination of scientific research and social practice actively.
