According to the Construction Plan of Modern Vocational Education System(2014~2020),which requires the development of universities of applied technology and the training of undergraduate professional talents.Continuing education is one of the important types of education in colleges and universities.In the construction of applied colleges and universities,it should highlight the characteristics of professional development,promote learners to learn for career development,and make vocational education an important part of lifelong learning.The Report of the 19 th CPC National Congress clearly stated: "Perform the continuing education,speed up the construction of a learning society,and vigorously improve the quality of the people." Studying the transitional development of continuing education in local colleges and universities not only helps promote the construction of applied universities,but also accelerates modern vocational education.The construction of the system will also help local colleges and universities to cultivate high-quality talents that meet the needs of individual development and social development,and further promote the establishment of a lifelong education system and enhance the country's overall strength.Under the background of the construction of China's applied colleges and universities and the popularization of higher education,local universities continue to face enormous opportunities and challenges.Continuing education based on subject knowledge is not in line with the development needs of today's era.Continuing education should be strengthened.The attributes of its application focus on the overall development of people and the development of professional abilities,and vigorously develop non-degree education based on vocational training.Therefore,transitional development has become the primary task of its sustainable development.This study selected local colleges in some different regions of China to investigate the development of continuing education in such colleges.Through analysis of the collected data,the problems faced by local colleges in continuing education are explored during the transition period.Then,some corresponding transitional development strategies are proposed.The study finds that the following problems exist in the transitional development of continuing education in local universities in China: From the perspective of school positioning,homogeneity is more serious,and there are still problems such as unclear objects of education and unclear services;from the point of view of schooling,many Colleges and universities still insist that continuing education is the focus of development and the value of non-academic continuing education.From the perspective of the model of running a school,cooperation in running schools is insufficient,and teaching methods are outdated.From the point of view of school guarantees,the majority of teachers come from the form of part-time jobs,and their professional qualities need to be studied and the stability is not strong.In addition,there are also problems such as the lack of institutionalized institutionalization of management systems and the immature incentive mechanism.The research puts forward corresponding strategies and orientations for running schools.First,we must base ourselves on the promotion of social development and the development of individualized universities;Second,career-oriented reforms of continuing education with academic credentials,and the development of non-academic continuing education;third,the mode of running schools must be strengthened.Cooperation in running schools,the popularization of modern educational technology teaching methods;Fourth,we must do a good job in teacher building and management system optimization,but also the support of policies and regulations is needed.
