Higher vocational education,as an important part of higher education in China,has been paid more and more attention with the change of its development scale and speed in recent years.How to ensure the quality of higher vocational education has become a key issue in our country.Constructing a scientific and reasonable quality assurance system of higher vocational education is a necessary condition to guarantee the quality of higher vocational education in our country.It helps to promote the quality of higher vocational education and train the senior specialized talents needed for social development.The UK started early in the construction of quality assurance system of higher vocational education,and has a lot of experience,which is worth discussing and drawing lessons from in our country.The UK's government is involved in the development of higher vocational education,the demand of stakeholders for higher vocational education information and the popularization of higher education in the UK are the main reasons for the quality assurance system of higher vocational education in the UK.The quality assurance system of higher vocational education in the UK has gone through three stages,from the initial National Committee for the awarding of degrees(CNAA)to the exploratory higher Education Foundation Committee(HEFC),to the mature higher Education quality Assurance Agency(QAA).QAA,established in 1997,is an extremely important part of the UK higher education quality Assurance system.Its complete evaluation standards and flexible evaluation methods make it play an active role in improving the quality of higher education in the UK.In the view of QAA,the quality assurance system of higher vocational education in the UK shows three main characteristics: first,the flexible evaluation method: paying attention to the differences of colleges and universities;second is the transparent evaluation procedure: emphasizing the openness of the evaluation process;finally,the open assessment attitude and the participation of teachers and students.In recent years,QAA has been in the assurance mechanism,the service object and the evaluation method.A series of reforms have been carried out.The guarantee mechanism has changed from the original two-track system to a single system under the unified responsibility of the QAA.The clients pay more attention to the interests of the students.The selection of evaluation methods is mainly based on the type and quality of the schools assessed.In order to enhance the scientificity and reliability of the evaluation results,this paper will further analyze and summarize the operation mode and characteristics of QAA.The quality assurance system of higher vocational education in our country has generally experienced two stages from the rising period to the standard period.As higher vocational education pays more attention to the connotation construction,its demonstration and leading role gradually appears and tends to innovate and develop gradually.It is necessary to reform the quality assurance system of higher vocational education in our country.On the basis of fully considering the localization demand of higher vocational education,we need to draw lessons from the beneficial experience of the quality assurance system of the UK's higher vocational education to construct the higher vocational education with Chinese characteristics.The enlightenment of the quality assurance system of the UK's higher vocational education to our country is as follows: adhering to the scientific evaluation attitude;adopting flexible evaluation method;paying attention to the pluralistic guarantee subject;and carrying out the transparent evaluation procedure.
