Research On The Publicity Of Financial Information In Public Universities In China

With the continuous deepening of China's higher education system reform,the funding sources for colleges and universities to run vary from single financial allocation to the diversification of the development model of more social entities to invest in.And the disclosure of financial information in colleges and universities is not only based on the purpose of administrative accountability,but more importantly,it satisfies the public's right to know,participate,express and supervise public information on college financial information.In January 2007,the "Regulations on the Openness of Government Information of the People's Republic of China" promulgated by the State Council,the "Measures on Information Disclosure of Colleges and Universities" promulgated and implemented by the Ministry of Education in May 2010," the Ministry of Education promulgated on ‘The Notice of Information Disclosure List Publication of Colleges and Universities' " in July 2014 make the university information disclosure work gradually into the legal system.In the context of increasing public demand for the most core and sensitive financial information in colleges and universities,it is necessary for university financial information to be publicly disclosed in order to obtain public supervision and test.However,in recent years,the financial disclosure of universities in our country has not been optimistic.Therefore,what kind of financial information needs to be publicized and how to disclose it more effectively makes it is urgently needed to establish a set of complete and effective implementation norms to reflect the capital operation and financial status of universities in a true,complete,accurate,and timely manner.This is an inevitable choice for building a modern university system and advancing the construction of university governance.Firstly this thesis expounds the background and significance of the financial information disclosure in colleges and universities in China,and sorts out the relevant researches on financial information in universities both at home and abroad.Explained the relevant concepts and related theoretical basis of university financial information disclosure.Secondly,based on the public's different needs for financial information,this paper takes 88 public colleges and universities as samples including 75 colleges directly under the Ministry of Education and 13 other provincial universities and statistically expounds the existence problems of the public disclosure of financial information in public universities in China.such as Unstandardized platform construction,ambiguous content,lack of objectivity,low comprehensibility of data,etc.And then this paper specifically states the reasons from these aspects such as cognition,laws,and supervision and security and so on.Thirdly,the paper comparatively analyzes the situation of financial information disclosure among universities in China,the United States,and the United Kingdom,and selects an internationally renowned public university s as examples to analyze in detail the disclosure of financial information especially the financial reports in the three countries.In the last,according to the actual situation in our country,the paper sums up the public university foreign financial information disclosure to our country.Finally,on the basis of the above research,this paper proposes improvement suggestions from the aspects of perfecting the concept of university autonomy,establishling and improving the security of financial information disclosure system,improving the supervision and evaluation system,constructing a demand-oriented financial information disclosure system,enriching information disclosure methods,and improving financial report content.It is hoped that this will be beneficial to the openness of financial information in universities in our country and the construction of university governance capacity.
