Yue Gui Qiong(Guangdong,Guangxi and Hainan Provinces),as a window for opening up,plays an important role in the construction of the “The Belt and Road”,which have extensive cooperation in economic,politic,culture and education with many countries along the “The Belt and Road”.On the basis of these cooperation,private universities in the three provinces have promoted cooperation and communication in higher education and pushed local private colleges and universities into a broad international space.The internationalization of Yue Gui Qiong's colleges and universities has far-reaching significance in serving the local “Belt and Road”initiative: at the level of service contribution,responding to government initiatives,providing talent support for the “Belt and Road” initiative,promoting cultural exchanges,and better fulfilling the “people's mind”.In the market expansion,deepen the integration of production and education,serve local enterprises,and in the level of development of colleges and universities themselves,Yue Gui Qiong colleges and universities optimize their own education structure through internationalization,and effectively promoted the level of “going out”.However,since the “Belt and Road”initiative was put forward,the Yue Gui Qiong colleges and universities still have many shortcomings and face many challenges in the process of internationalization.Only by solving these existing problems can we better grasp the historical opportunities of the “Belt and Road” initiative.To promote the healthy development of the internationalization of private colleges in three provinces.Through SWOT analysis,it is possible to comprehensively clarify the current status of Yue Gui Qiong colleges and universities in their internationalization under the background of the “Belt and Road”: From an internal point of view,universities and colleges in Guangdong,Guangxi and Hainan have independent and flexible schools,and policies and systems encourage internationalization.With strong geographical advantages,there are also disadvantages such as lack of international strength,lack of funding for education,and imperfections in quality supervision systems.From the external point of view,the “Belt and Road” initiative has brought about insufficient education resources for the three provinces' private universities.Raising the level of internationalization,expanding the international education market and other development opportunities have also brought with it challenges such as the lack of strong international teacher resources,competition among recruit students at the international level,and the urgent need for transformation of the schooling model.Malaysia is an important partner of “Belt and Road” and an important hub of the“21st Century Maritime Silk Road” and is an important channel for the communication of East and West cultures.Since the 1990 s,private universities in Malaysia have begun to internationalize.After the “Belt and Road” initiative was put forward,Malaysian private universities saw opportunities for development and actively integrated “bring in” and “going out”: First,the Malaysian federal government acted as a “servant” in the process of internationalization of private universities.The role,a series of laws and regulations,and policy plans promulgated have allowed Malaysian private colleges and universities to carry out various international activities in accordance with law and regulations.Secondly,in terms of market regulation,private investment and third-party evaluation are introduced.Enterprises actively participate in the training of talents in universities and colleges,and private universities are encouraged to use their own flexibility in running schools to innovate the talent training model and adjust the overseas study curriculum setting.Finally,in terms of universities,private universities in Malaysia not only adhered to“bringing in”,but also created “Twinning Programme” based on their own advantages,actively carried out international exchanges,and actively “going out” through overseas brand building and opening overseas branches.These effective measures not only promoted the arrival of the higher education popularization stage in China,but also enhanced the international influence of the country's higher education,and attracted a large number of international students from countries along the “Belt and Road” route in East Asia,South Asia,Southeast Asia,and West Asia,and quickly reversed “defective”.There are many similarities between the Yue Gui Qiong colleges and universities and the private universities in Malaysia.An analysis of Malaysia's private international higher education initiatives and their experiences can be used to “going out” and build a world-class university for Yue Gui Qiong colleges and universities.The reference is made to the “Chinese dream” of the private higher education system and better service of the higher education of the new era.Burton Clarke's “Triangle Coordinate” theory holds that the organization and reform of higher education cannot be separated from the coordination of thegovernment,market,and universities.In the internationalization process of private universities in Malaysia,it is the proper use of the power of the three.The internationalization level has been improved.Faced with the opportunities and challenges brought by the “Belt and Road”,Yue Gui Qiong colleges and universities can learn from Malaysia's path and build development strategies from three dimensions: government,private colleges and universities.First,the government must enhance its service awareness and provide higher education for the people.The internationalization of education provides policy support and legal supervision,improves the scholarship system for international students in China,and optimizes the environment for the internationalization of private colleges and universities.Second,it gives full play to the regulatory role of the market,strengthens school-enterprise cooperation,and guides enterprises to participate in the training of “order-style”personnel.To attract private investment to solve the problem of internationalized funding for education,and to introduce third-party social organization evaluation to supervise the quality of running schools;Thirdly,private universities in the three provinces should give play to the advantages of geography,strengthen the construction of an internationalized teaching staff,and create special overseas courses,through hosting international Cultural activities deepen cultural exchanges,deepen scientific research exchanges by participating in international academic forums,and deepen cooperative education by building international institutions of higher learning such as the Silk Road College Alliance,and eventually realize the “going out” of Yue Gui Qiong colleges and universities.
