Research On The Current Situation、Difficulties And Countermeasures Of The "Duplex Linkage" In Beijing

With the convening of the 18 th and 19 th National Congress of the Party,China has proposed a major strategic task for innovative social governance systems.These include improving social governance methods,stimulating the vitality of social organizations,innovating and preventing social contradictions effectively,and improving the public security system.On the other hand,in the reforms,the government can gradually be turned over to the society and the market,and the power of families,communities,associations,and other self-organizations in social governance is exerted.The two major groups in society,the cooperation between social workers and volunteers Entering this vision,the linkage between the two industries has also emerged.The linkage between the two industries first originated in Shanghai and Guangdong.After a long period of experience,the two cities gradually developed the “Shanghai model” that originated within the social workers and the “Guangdong model”supported by the government.In contrast,the linkage between Beijing’s two industries and the linkage between Beijing’s two industries are still at a preliminary stage of development.Therefore,this study mainly used the interview method in qualitative research and conducted in-depth interviews with Beijing social organizations,voluntary organizations,experts,and scholars.Understand the operational status of Beijing’s “Two Industries Linkage”,and on this basis,intensify the dilemma and insufficiency of the “two-work” service in Beijing,and then put forward relevant recommendations.This is very important for improving the construction of the social worker team in Beijing,developing voluntary work,and promoting the linkage process between the two workers.After this investigation,it was found that the form of "linking between the two workers" in Beijing is coexisting in multiple ways.It is divided into social workers as a unit.The linkage between the subject and the voluntary work for the subject are the two situations.The linkage between social workers as the main body includes professional social work firms and institutions affiliated with the department;volunteers,including foundations,and local,voluntary organizations with a certain scale,can be seen in the form of linkage between Beijing and Beijing.It is varied.At the same time,it was found that the role of volunteers in the linkage process is mainly human recruiters,resource linkers,activity mediators,participants in some event designs,perspective and intellectual supplements,and emotional supporters;social workers are volunteer managers.supervision,resource linkers and coordinators,professional service providers,etc.At the present stage,the linkage between the two industries in Beijing has emerged in the development of services.There is still ample room for development in the treatment and correction services.At the same time,there are still many difficulties in the linkage between the two industries in Beijing.For example,the linkage entity lacks a corresponding understanding of the linkage,the development of the social workers in Beijing lacks the corresponding ability,the lack of linkage platform,the incomplete system of the government,the current two Workers’ linkage is not a real linkage.These difficulties have hindered the further development of the two industries.On the basis ofthese findings,this paper attempts to propose some operational suggestions for the linkage between Beijing and Beijing.The main use is to coordinate the establishment of the relevant departments or change the relevant functions.Under the leadership of the “Linkage” special management department,Establish a combination of on-line and off-line linkages to compensate for deficiencies in the single approach,thereby facilitating the development of the linkage between the two industries,helping to create a sense of linkage and realizing linkages in the true sense.
