| The purpose of this paper is to understand the basic features of in-service teacher training in teacher professional development in North Carolina,to expound the goal,path and support system of in-service teacher professional development and also analyze the effect of them.This study takes North Carolina as a case study,applies case study method and literature analysis method to explore the status of in-service teacher professional development plan supported by Race to the Top in North Carolina.In order to clear out the professional development of in-service teachers in North Carolina,the structure of this paper is divided into four parts:the first part is the introduction,mainly describes the research background,research objectives,literature review and research design;the second part describes the development background of the North Carolina teacher Professional Development Plan;the third part describes the implementation of the North Carolina in-service teacher Professional Development Plan;part four analyzes the causes of the effectiveness of the in-service teachers’professional development program in North Carolina.The main contents of this paper are as follows:First,the proposal of the in-service teacher professional development plan in North Carolina is mainly considered from two aspects:the educational reform and the current situation of teacher development.Specifically,the adoption of federal and state curriculum standards,the selection of evaluation standards for teachers,teacher development,the release of Future-Ready Student for the 21st century report,standardized teacher evaluation,the change of technical resources in teaching and learning.These are the main reasons of the new teacher professional development plan.The present situation of teachers’professional development in North Carolina,the importance of in-service teacher professional development,the teacher professional development initiative are the direct reasons for the development of the North Carolina teacher Professional Development Plan.Secondly,the in-service teachers’professional development plan in North Carolina explains the whole process from the goal,the path and the supporting system,and examines its training effect mainly through internal evaluation.The main evaluation content includes summer college,NCDPI-RESA conference,and the professional development of in-service teachers in the online module.The evaluation dimension is divided into three levels:participant satisfaction,training quality and participant professional development.Third,the implementation of the North Carolina in-service teacher professional development program has both advantages and disadvantages.Research shows that the state,local district and schools provide sufficient funds for teachers’professional development;State and local education organizations work closely to improve infrastructure;meet teachers’needs and rich,front-line curriculum content;teacher training activities are targeted and systematic,The mixed training mode provides the guarantee for the successful implementation of the teacher’s professional development plan.However,it is difficult to guarantee the opportunity and time for teachers to participate in the training and problems such as lasting the effects of teacher training can not be ignored in the implementation of the North Carolina In-service teacher Professional Development Plan. |
