Research On Government Responsibility In The Development Of Private Universities In Inner Mongolia

With the study and implementation of the general secretary Xi Jinping ' s important speeches and his new ideas,thoughts and strategies in governing as well as CPC's educational policy,the education system in China has fully implemented the party's education policy,and actively promoted the development of private education.In the course of developing private education,the government needs to hold its responsibility,to change its traditional perception of private higher education,and to intervene in its market with a visible hand.The autonomy of running a private university is conducive to the cultivation of applied talents,the alleviation of employment pressure and the healthy development of economy.The multi-financing strategy effectively alleviates the pressure of government finance.The local government in Inner Mongolia has actively held its responsibility and played an important role in promoting the development of private colleges and universities with good achievements.However,the lack of government responsibility in the development of private colleges and universities in Inner Mongolia still exists,mainly reflected in the insufficient laws,regulations and financial resources,the improper management and supervision by the government,and private colleges and universities autonomy is limited..It is found that the lack of government responsibility is mainly due to the immature development of the market,the weak sense of government responsibility,the offside and absence of governmentmanagement.,and the relative lag in the transformation of government functions.Based on the theory of public goods,the theory of the third sector and the theory of popularization of higher education,this paper puts forward the following points:strengthen the construction of the governance system of private colleges and universities,optimize the development environment of private colleges and universities,perfect the system of private higher education,and perfect the supervision mechanism of government regulation to promote the implementation of government responsibility.
