Tibet is located in the southwest border of China,influenced by geographical a nd historical factors,the level of education has been far from the inland.The applic ation of modern education technology will be benefit to the development of Tibet ed ucation.The "Mordern Education Technology" common course is an important metho d to develop the mordern education technology ability for normal students,but the p roblems of the course that not orientated clearly,the contents are miscellaneous,hav e aggravated the students' learning burdern.In addition,the normal school students o f Tibet are composed of many ethnic groups,the different characteristics of students have a certain influence on teaching.The application of Cognitive Load Theory wil l improve students' cognitive load and help then to study effictively.First,the paper expatiate comprehensively to the Cognitive Load Theory by anal ysis literatures,and discussed the significance of the application in the "Mordern Ed ucation Technology" common course.And then,the paper introduced it's contents an d methods of the research.Second,the paper analysised the present situation of "Mordern Education Techno logy" common course and the characteristics of the students in Tibet colledges.Third,the paper uesd questionnaire and interview to survey the cognitive load o f Tibetan students and Han students in the "Mordern Education Technology" commo n course,then analysised the level of cognitive load and the influencing factors acco rding to the results of the survey,the main results are summarized as follow1.The intrinsic cognitive load of the students is the highest,the level of extrane ous congnitive load and germane cognitive load are general.2.The students think that the "Mordern Education Technology" course is difficult,the amount of contents is much,and they lack the interest of learning.3.Students generally think that the study of "Education","Psycholog" and "Com puter fundermental and application" course are helpful to the study of "Mordern Edu cation Technology" course.4.Students prefer multimedia instruction.Teaching methods are not rich and lackof practice.5.The Han students have a better understanding of the language of teachers and textbook than the Tibetan students,Tibetan students prefer more Tibetan in the course.The computer skills of the Han students is better than the Tibetan students.Then,the paper interviewed five teachers of Tibet college to understand the situ ation of "Mordern Education Technology" course and the factors of cognitive load.T he paper proposed eight strategies for regulating cognitive load based on the conclus ions of the survey and interviews.:1.Use the Worked Example Effect.2.Adjust the or der of curriculum.3.Streamline the content of the course and slow down the speed of teaching.4.Optimize the language of teaching and promote communication betwee n teachers and students.5.Use more teaching methods and increase the content of pr actice.6.Teachers should improve their understanding to the characteristics of student s.7.Improving the assessment.8.Use some Tibetan language in the course properly.Finally,the paper carried out instructional design for the content of "Constructiv ism Learning Theory" as an example.And preliminarily verified the effectiveness of the regulating strategies of cognitive load through measuring and comparing the learn ing effect and level of cognitive load of the students from experimental class and co mparison.
