For a long time,rural education in our country has been placed in the most important position in the national education system because of its wide distribution and large number.Compulsory education in rural areas is the main body of rural education,mainly referring to the rural primary and secondary school education.Under the background of comprehensively building a well-to-do society,building a new socialist countryside,and a new era of socialism,China's rural compulsory education still shoulders important historical missions.China's rural compulsory education has made brilliant achievements,provided a solid foundation for the development of our country's politics,society,economy,culture,and education,and promoted the transition from a populous country to a strong human resource country,Since the reform and opening up.In the nearly 40 years of reform and opening up,China's rural compulsory education benefits from the series of related policies formulated by the state to make continuous progress in twists and turns,such as the popularization of rural compulsory education and education finance policies.The series of rural compulsory education policies formulated and implemented by the party and the state at different times are the direct motive force for the significant development of rural compulsory education in China.Using the method of policy review,we have conducted an overall and general analysis and review of the development of rural compulsory education policies since the reform and opening up in China,summed up historical experience,discovered problems,learned lessons,and made as much as possible a forecast of China's rural compulsory education on the basis of analysis and understanding.The direction of policy development is the central goal of this article.This article uses literature research and historical research method,combined with public policy theory,policy change theory,public choice theory and management disciplines and other relevant theories to review China's rural compulsory education policy since the reform and opening up.According to the focus of the country's rural compulsory education policies at different times or important events,the changes in China's rural compulsory education are mainly divided into four periods: From 1978 to 1984 as adjustment and recovery phase;The reform stage from 1985 to 2000;the stage of innovation and development from 2001 to 2005;and the stage of strategic development since 2006.The four periods were analyzed and studied from four aspects: policy background,changes in major policies,policy focus and effectiveness,and policy issues and inadequacies,and on this basis,the characteristics of China's rural compulsory education policies in the past 40 years were analyzed.Based on the above analysis,China's policy changes in rural compulsory education are characterized by insufficient funding,the lack of a diversified schooling mechanism,the democratization and scientificization of rural compulsory education policies,the strengthening of legal guarantee mechanisms,and the utilitarianism and practical pragmatism.Impact and other issues.Changes in the choice of values in the rural social and economic environment and in macro-education policies are the main driving forces behind the changes in rural compulsory education policies in China.Continue to deepen the integration of compulsory education in urban and rural areas to achieve educational balance;strengthen characteristics,promote the development of rural compulsory education;maintain equitable education;return to the nature of educating people in compulsory education in rural areas and improve government education and purchasing service capabilities;It will become the reference direction for the formulation of China's rural compulsory education policy in the future.
