A scientific and reasonable evaluation of the influence and academic quality of academic monographs in the humanities and social science will help improve the scientific culture of impetuous in the academic world,and help academic research results return to quality orientation,and contribute to the publication and dissemination of truly valuable high-quality results,and will help management departments to start work and rationally allocate academic resources.At present,the credibility of peer review methods in the evaluation of academic monographs is being severely challenged and questioned,and it is difficult to meet the urgent needs of fair evaluation.Constructing a set of qualitative and quantitative academic monograph evaluation index system is an effective supplement to peer review methods.It has important theoretical significance for enriching and supplementing the evaluation methods of humanities and social science achievements,and it has a boosting effect and application value for improving the overall level of our philosophy and social science.Firstly,this paper analyzes the status quo of the evaluation of academic monographs of the humanities and social sciences,and comprehensively understands and points out prominent problems in the evaluation of academic monographs through the distribution of questionnaires,expert consultations,and literature research.In addition,by comparing a variety of academic monographs assessment activities found that the introduction of quantitative evaluation methods can make up or weaken the strong subjectivity,arbitrary,human factors susceptible to interference and other shortcomings of peer review,reduce the workload of assessors and shorten review cycles.Facts have proved that it is necessary and feasible to construct a scientific and rational evaluation index system for academic monographs in the humanities and social sciences.Secondly,it demonstrates the feasibility of applying traditional scientific measurement indicators and supplementary measurement indicators to the evaluation of academic monographs.Five secondary indicators such as resource form indicator,influence form indicator,quotation value indicator,library collection indicator,and network utilization indicator,and 26 third-level indicators were selected,and an evaluation index system for the influence of academic monographs of the humanities and social sciences was constructed.Finally,from the comprehensive consideration of the principles and application conditions for the evaluation system of academic monographs,we will discuss how to carry out supporting construction from the aspects of organization,operation,and supervision mechanisms of evaluation,and improve the implementation mechanism of academic monograph evaluation to ensure that the indicator system can be applied in the current scientific research management evaluation work in a real and effective way.It is suggested that the academic monograph influence evaluation index system designed in this paper can be put into practice by a third-party organization.In terms of the organization of the assessment experts,an academic community expert database can be established.In terms of operational mechanisms,it is necessary to make appropriate disclosure of assessment information,improve the expert avoidance system,establish a feedback system for assessment opinions,ensure the scientific handling and publicity of evaluation results,and establish a complaints system.The supervisory agency must have independent supervision and review rights,and should supervise and guide the entire process of academic evaluation.Establish a feedback mechanism for evaluation experts to evaluate information,and determine whether or not they are qualified to continue to serve as members of the expert database based on the accredited experts' credibility accumulation criteria.
