Quality is the lifeblood of higher education and the foundation of a strong country.The biggest difficulty facing higher education is the quality of personnel training.The most important and direct factor affecting the quality of personnel training is the quality of teaching.The teaching quality assurance system has become the guarantee for improving the quality of teaching.The construction of the teaching quality guarantee system has become an important task for the development of higher education.The quality of teaching is presented through the effectiveness of student learning,and the effectiveness of student learning emphasizes the subjective position and value pursuit of students.The evaluation of student learning effectiveness emphasizes the evidence of educational effectiveness,aiming at comprehensively improving students' knowledge,ability and quality.This quality management method focusing on “output” is becoming the development trend of higher education reform.Based on the results-oriented education theory,Taylor's goal model theory,Bloom's mastery learning theory and the ability-based theory of thought,the emphasis is placed on the importance of learning effectiveness in the process of teaching activities.Among them,the results-oriented education theory advocates that students take the dominant position in the process of education,taking students' learning effectiveness as the evidence of reverse design teaching objectives and curriculum system,and paying attention to cultivating students' mastery of knowledge and skills.Taylor's "target model" believes that a complete education quality assessment process begins with the determination of educational goals,and the determination of educational goals depends on feedback on learning outcomes.Bloom's mastery oflearning theory believes that teaching resources and curriculum resources should be provided according to the actual level and needs of students.The ability-based education philosophy advocates the premise of the professional needs of students,the opening of courses,and the development of teaching activities.Mainly use literature research method,questionnaire survey method,comparative research method.Summarize the past scholars' experience research,and summarize the definition of students' learning effectiveness,student learning effectiveness evaluation,and the concept of teaching quality assurance system in colleges and universities.To sort out the current status of the teaching quality assurance system in China's colleges and universities,and to investigate and analyze the problems and causes of the operation process.Based on the existing problems,the author summarizes and summarizes the advanced experience of implementing the teaching quality assurance system in the United States,the United Kingdom,and Australia.On the basis of learning from and absorbing the advanced education experience of developed countries,we will construct a teaching quality guarantee system suitable for Chinese universities.
