In January 2018,the State Council approved Shandong Province as the new and old kinetic energy conversion comprehensive experimental area.As the first demonstration base for the transformation of new and old kinetic energy,Shandong Province has brought into full play the important role of the national pioneers and the leaders of the conversion of new and old kinetic energy.As a large province of traditional agriculture and industry,the strong economic base not only provides a powerful condition for the transformation of new and old kinetic energy in Shandong Province,but also hinders the optimization and upgrading of industrial structure to a certain extent because of the long-term development structure of heavy industry.Shandong,as the main battlefield of transformation and upgrading in northern region,can not be separated from the support of talents in the process of cultivating new kinetic energy and transforming old kinetic energy.Speed up the transformation of old and new kinetic energy,talent is the key,innovation is the driving force.In this context,how to build a talent team represented by scientific and technological innovation talents for the development of Shandong Province has become an important topic.From breaking through core technology to developing characteristic marine industry,transforming from agricultural modernization to high end agglomeration of traditional industry,talents are needed.At present,there are still some problems in the key industry talents needed for the conversion of new and old kinetic energy in China,such as the lack of key talents and leaders in the field of new energy and new materials,the lack of talents in the high-end chemical industry,and the shortage of the team overall willingness to innovate.The conversion efficiency of scientific and technological achievements of marine characteristic industry is not high,talent research and development and market derailment,and the shortage of talents in modern information technology industry,etc.At present,Shandong Province urgently needs to break down the obstacle of talent development in order to better build new and old kinetic energy conversion comprehensive experimental area,and play a good role in demonstration for other cities in the country.This paper starts with the talent support system under the background of the transformation of new and old kinetic energy,and makes a targeted talent analysis by using the methods of literature research,factor analysis and comparative study.On the basis of the theoretical preparation of the first and second chapters,in the third chapter,the article firstly points out the overall development of talent team in Shandong Province and then determines a set of targeted indicators system combined with the relevant literature and the needs of the country for replacing old growth drivers with new ones.More than ever,the indicators emphasize factors such as scientific and technological innovation.After,through the factor analysis of 16 cities in Shandong Province,the ranking of comprehensive evaluation is obtained.Then in the fourth chapter,we analyze and observe the imbalance in the construction of talent support system among the internal regions of Shandong Province,and at the same time analyze Shandong Province as a whole in the national scope.It points out its shortcomings as a whole in the talent support system.Then,by analyzing the policy system of America,Japan and Germany,and combining the actual situation of Shandong Province,the paper gives the direction of improvement.In the last chapter,the author analyzes the optimization suggestions of talent support system in Shandong Province in detail,and expounds the optimization measures from the aspects of talent training environment,policy environment,talent selection and competition mechanism and talent platform construction.With a view to providing some directions for the optimization of talent support system in Shandong Province. |
