Over the past six years,'The Belt and Road' countries have carried out extensive cooperation on this open,inclusive and win-win international platform,turning grand plans into achievements.With the promotion of this initiative,the partnership between China and other countries will become closer and the cooperation between enterprises will be more extensive.Understanding characteristics of different labor markets and choosing a suitable cooperative country according to their own needs and local specific conditions become an important factor for Chinese enterprises to 'go out' successfully.This paper takes the working time as the research object,and uses descriptive statistical methods to sort out the characteristics of statutory and actual working hours of'The Belt and Road' countries.Empirical analysis method is used to test the macro influencing model of working hours,and qualitative analysis method is used to analyze the micro influencing factors.Empirical analysis found that workers tend to work longer when the country has more prosperous economy,higher per capita output,but not too high wage levels.Qualitative analysis draws 3 conclusions:Firstly,Central and Eastern Europe has a higher observance rate of statutory hours.Secondly,social norms,religious in South Asia and West Asia have a negative impact on women's working hours.Finally,besides the nature of the industry itself,the industrial structure,economic development level and social norms also affect the working hours.Based on the above conclusions,this paper puts forward corresponding countermeasures for Chinese enterprises to choose cooperation countries and to adjust the local human resources management system.
