China promulgates “the National Plan for Medium and Long-Term Education Reform and Development(2010-2020 years)” in 2010,“Compulsory Education Mathematics Curriculum Standards(2011 Edition)”,and “General Senior High School Mathematics Curriculum Standards(2017 Edition)”.They jointly point out that education must improve students’ ability about analyzing knowledge and solving problems. And the two "Curriculum Standards" also emphasize that we should pay attention to not only the students’ learning outcomes but also the learning process when we set curriculum and make evaluations, and we should handle well the relationship between the process and the outcome.ACT-R theory, proposed by Professor Anderson, attempts to explain the methods and processes about how to acquire, organize knowledge, and do various intellectual activities, which has a major impact on problem-solving research. Therefore, the paper attempts to apply ACT-R theory to the teaching of mathematical problem solving. The author hopes to put forward effective suggestions for the current mathematics problem solving teaching,in order to improve students’ ability to solve problems and achieve better teaching results. The paper studies the development process of ACT-R theory and some problem-solving theories by studying relevant literature at home and abroad.Through the survey of students and teachers, the author discusses the application value of ACT-R theory to mathematics problem solving teaching based on the current situation of problem solving teaching.According to the experimental results of the higher-level students’ vocal thinking, the paper analyses the cognitive process of the student’s problem solving, and then makes instructional design based on the ACT-R theory to carry out the teaching experimental research for the seventh-grade students. The experimental results show that the application of instructional design based on ACT-R theory can promote students’ problem-solving ability significantly, and reflect the application value of ACT-R theory to problem-solving teaching. Finally, according to the order of the teaching process, the author proposes some suggestions for different stages of mathematics problem-solving teaching based on ACT-R theory.
