Since the reform of higher education marketization in 1999,the number of higher education in China has entered the stage of mass development.With the advent of the era of knowledge economy,higher education faces more opportunities under the interaction of social transformation and higher education transformation and development.challenge.To fully build a well-off society and achieve the great goal of "two hundred years," we must build China into a strong country of education.But at this stage,all sectors of society have different opinions on China's higher education.Is there a significant difference between the quality of input and output of higher education in China and developed countries? Is it in line with the needs of the mass development stage,is it compatible with the expansion of its quantitative scale? How efficient is it? Does the input and output of higher education translate into real productivity and promote regional economic development? How to improve the efficiency of higher efficiency,how to turn research results into productivity? A series of questions are urgently needed to be resolved.In 2015,the state promulgated a “double first-class” program,which put forward new requirements for the development of higher education in China.In 2017,China's education reform entered the first year of the 13 th Five-Year Plan.How can China improve and manage the current high level? The education system,improving the efficiency of higher education,and accelerating the construction of "double first-class" has become a hot topic at present.Based on the literature and theory of higher education at home and abroad,this paper discusses the mechanism of resource investment on investment efficiency,the mechanism of investment efficiency on economic growth and its spillover effect,and analyzes the input and output of higher education in China.The status quo.According to the relevant panel data of 31 inter-provincial higher education in China from 2004 to 2016,the DEA model is used to establish a scientific and reasonable evaluation index system for investment efficiency of higher education,and the Malmquist index is introduced to measure the comprehensive efficiency,technical efficiency and scale efficiency of interprovincial higher education in China.And total factor productivity,and the comparison of various efficiency differences by region,and the horizontal quantifier map,indicating the need for relevant spatial analysis of higher education.Therefore,based on the measured efficiency value,based on the stata15.0 software based on the 31 provinciallevel panel data of China from 2004 to 2016,the traditional panel model and the spatial measurement model are combined through the indicator of economic growth to empirically analyze the investment in higher education.Whether efficiency translates into real productivity,the impact on the region's economy,and the spillover effects of higher education investment efficiency on economic growth.The results show that:(1)From the overall level of efficiency,the technical efficiency and technological progress of China's higher education efficiency are positively correlated with the regional economic development level,and the investment efficiency is effective;(2)the efficiency level from each region.In terms of the mean value,the efficiency level in the eastern region is still at a relatively high level,followed by the central region,and the average efficiency of the western region is relatively low.(3)From the perspective of the horizontal mean of the efficiency average,the investment efficiency of higher education in China There is spatial correlation and spatial spillover with the input and output of higher education;(4)From the traditional non-spatial measurement results,there is no significant correlation between the investment efficiency of higher education and the economic growth of the region;According to the analysis,the investment efficiency of higher education has a significant spatial spillover effect on economic growth.This shows that the input and output resources of higher education in China have flowed out with the migration of population,the flow of production factors,and the transfer of capital,but have not been transformed into the productivity of the region.Further increased the quality of education between regions.In response to the research objectives and conclusions,we have put forward specific measures to speed up the reform of higher education,adjust the input-output structure of higher education,rationally allocate resources between regions,and strengthen the cooperation of “production,study and research”.Optimize the spatial structure of higher education,prevent the outflow of educational resources in the region,and put forward scientific and practical policy recommendations to promote the rapid transformation of higher education achievements into real productivity.On the basis of promoting economic growth in the region,it will have spillover effects and drive the economy of neighboring regions.
