As a basic education,compulsory education is an important part of the national education system.Promoting its development is an inevitable choice to give play to the advantages of China's human resources and promote socialist modernization.The balance of compulsory education is not only related to the level of individual education,but also to the general improvement of the quality of the entire nation and the prosperity of the nation.However,with the gradual enlargement of the investment in compulsory education between different regions of China and between urban and rural areas,it has seriously restricted the balanced development of compulsory education in China.From the perspective of equalization of basic public services,this paper systematically studies the differences in fiscal compulsory education expenditures in China in order to achieve the balance of compulsory education and the use of qualitative and quantitative analysis and deductive induction.Firstly,it sorts out and expounds the domestic and foreign literature on the balance of compulsory education,the reasons for equilibrium,and the orientation of countermeasures.On this basis,it briefly defines the differences in compulsory education expenditure and the connotation of fiscal compulsory education.Secondly,it describes our obligations.The current situation of differences in education expenditure mainly involves the differences between fiscal compulsory education expenditures between regions and between urban and rural areas.It adopts two main indicators:budgetary education funds and per capital education funds,and uses indicators such as coefficient of variation and rate of difference.To measure the difference between regions and between urban and rural areas;again,according to relevant scholars' research,analyze the influencing factors of the differences in fiscal expenditures affecting regional compulsory education and the differences in fiscal expenditures between urban and rural compulsory education,and establish empirical evidence based on the relevant influencing factors of the previous analysis.Analyze the model and carry out the corresponding empirical research.Finally,based on the conclusions of the empirical research,propose a series of optimization measures for how to narrow the difference of fiscal compulsory education expenditure in China,mainly involving four aspects:expanding the scale of fiscal compulsory education expenditure Tune To compulsory education expenditure structure;promoting coordinated regional economic development;establish and improve relevant laws and regulations and regulatory mechanisms.
