At present,China is in the important stage of economic and social transformation.Science and technology are very important to economic growth and international trade exchanges.We need to constantly achieve high-end technological breakthroughs in the production process in order to provide continuous strong impetus for economic development.Colleges and universities are an important part of the national innovation system,which undertakes basic teaching and research work,and also plays an important role in promoting regional and national scientific and technological innovation.However,there are still many problems in innovative scientific research activities in Colleges and universities,among which the unbalanced development of regions is more obvious.Among them,compared with the eastern coastal universities,the universities in the central region have some shortcomings in capital investment,innovation environment,talent introduction,and the efficiency of scientific research also has a certain gap.The plan for promoting the rise of the central region(2016-2025)mentioned that the central region has become an important strategic support for the rise of the country.As the engine of regional innovation and development,how to effectively enhance the scientific research and innovation ability of universities is particularly important.Based on this,this paper analyses the innovation efficiency of universities in six central provinces from both theoretical and empirical aspects.In theory,it first explores the various forms of innovation activities,then introduces efficiency,analyses the definition of efficiency from the perspective of economics,and finally makes a preliminary analysis of the impact mechanism of influencing factors.Empirically,EBM and EBM-based Malmquist index models are used to measure the scientific research innovation efficiency of universities in six provinces in central China from both static and dynamic perspectives.In addition,the panel Tobit model is used to empirically analyze the impact of several external factors on the innovation efficiency of colleges and universities in the central region,in order to provide theoretical guidance and feasible suggestions for the innovation development of the central provinces.The main conclusions are as follows:(1)during the research period,the innovation efficiency of colleges and universities in the central region was not good,and the efficiency fluctuated violently in recent years;The scale efficiency of innovation is the main internal factor that restricts the innovation development of colleges and universities.(2)the total factor productivity of innovation in colleges and universities in the central region increases obviously,showing a high growth effect;(3)There is a reverse relationship between the economic development of the central region and the innovation efficiency of universities.The structure of R&D personnel,the number of research institutions and the number of research and development projects have a significant positive effect on the high efficiency of innovation in the central region.Finally,based on the empirical results,some policy suggestions are put forward,including:(1)Creating a research team of innovative talents,and actively obtain more innovative resources support from government departments.(2)Improving the quality of scientific research and innovation,standardizing academic ethics,and vigorously promoting the transformation of innovative scientific research achievements,and promoting their landing.(3)Starting from the government,scientific research institutions and enterprises,we should create a good environment for scientific research and innovation in Colleges and universities.
