An Empirical Study On The Investment Status Of Undergraduate Education Resource In Chinese World-class Universities

The report of the 19 th National Congress of the Communist Party point out that innovation is the first driving force for development and the strategic support for building a modern economic system.Undergraduate education at World-class universities is an indispensable force in building an innovative country,it is related to whether it can deliver the best students for higher-level education,and to provide the most promising employees to the market.World-class undergraduate education should have World-class resources,it is of great significance to understand the current situation of resource investment in universities to build World-class universities.In the perspective of resource input,this paper takes 42 world-class universities announced by the Ministry of Education as the research object.Using the data in the Undergraduate Teaching Quality Report from 2014 to 2018,we studied the investment status of undergraduate education resources,and reached the following conclusions:(1)Through basic statistics we found,from 2014 to 2018,there is a big difference between the financial resources of undergraduate education in Chinese World-class universities,some of the per capita funding input difference between the maximum and the minimum has reached more than 20 times.And from the analysis of the growth of resource input in 2014-2018,in financial investment,the total amount of funds has increased year by year,but the annual fluctuations of daily teaching expenditures per student,per capita internship funds,per capita experimental funds,Special teaching expenses for students have been fluctuating and unstable.It shows that resource input is not in line with the size of undergraduate students,and lack of a basis for resource investment growth or reduction.(2)Through the research on the degree of equilibrium and concentration of resource inputs we found,from 2014 to 2018,the equilibrium of human labor input and material input is relatively higher,the concentration is relatively low,and the difference is in a reasonable interval.But the financial input Gini coefficient is 0.3-0.5,the coefficient of variation is 0.5-1.2,the top 10% universities' s concentration index is 20%-40%,static imbalance is about 90%,the top 30% universities' s concentration index is 60%-70%,static imbalance is about 85%,this shows that the degree of equilibrium is relatively low and the concentration is relatively high,and the difference is in an unreasonable interval.It is worth noting that the equilibrium and concentration of various resources show a downward trend,this is a good trend.(3)Taking the data of 2018 as an example,DEA is used to study the resource utilization efficiency of World-class universities,Technical efficiency is 91.2%,Pure technical efficiency is 97.4% and Scale efficiency is 93.5%,it shows that resource utilization rate of World-class universities is generally high.But there are also some universities resource inputs that are nonDEA effective,divided into three cases: Pure technical efficiency and Scale efficiency are both <1;Pure technical efficiency is 1,Scale efficiency is <1,and scale returns is diminishing;Pure technical efficiency is 1,Scale efficiency is <1,and scale returns is increasing.For different problems,each school can improve its efficiency by increasing investment,adjusting scale,and optimizing resource allocation.(4)Through the Malmquist index method,the efficiency trend of the resources investment was studied.During the period from 2015 to 2018,the Total factor productivity change of the universities shows a downward trend,the Total factor productivity change decline is caused by the decline in Efficiency change,the improvement of Technological change has not led to the improvement of Total factor productivity change,the decline in Efficiency change is caused by a decline in Pure technical efficiency and Scale efficiency change,that is to say,the main reason for the decline in Total factor productivity change is the mismatch between input and output scale and the unreasonable allocation of resources.Viewed in different periods,Total factor productivity change is on the decline in 2015-2017,is caused by a decline in Efficiency change,the decline in Efficiency change is caused by a decline in pure technical efficiency and Scale efficiency change.Total factor productivity change is on the rise in 2017-2018.Combined with the previous study,the difference between the World-class universities is gradually narrowing between 2014 and 2018,this can explain to some extent the reason why the Total factor productivity change is improved in the second stage.Based on this,if we want to build the World-class university and improve the quality of undergraduate education,on the one hand,each university should expand its funding sources to increase investment,maintain the balance of resources input per capita,and optimize the resource allocation structure;On the other hand,the Ministry of Education should promote education standardization and assess resource utilization efficiency,to make the reform of universities have goals,improve the quality awareness of higher education,and force universities to make timely adjustments.
