Study On The Construction Of Community Full-Time Workers Under The Background Of " Coordinated Action Between Four Social Elements " In Zhouzhi County

With the advancement and deepening of social management reform,various services transferred from the government and various levels of units gradually sank to the community level.At the same time,with the improvement of people's living standards,the needs of individuals have also become more diversified and individualized,which has put forward higher requirements for cooperation between the government,the community,social organizations and the exercise of social work.The cooperation and interaction between the various community governance subjects has become an important form of public service socialization.Under this premise,the foundation for the operation of the "four social networks" came into being.The central and local governments have issued several documents to establish and improve the management mechanism for community linkage services and strengthen the construction of full-time community workers.Ensure that the social workers who are the core force of the "Four Societies Linkage",that is,the community full-time workers in this article,are effectively managed and motivated.This article takes the S community from Zhouzhi to County as the research site,and the full-time workers in the S community as the research object.Through the literature research method,interview method,and participation observation method,starting from the laws and regulations of China and the community reality,the research background is the deployment and development of the work of the "four communities".Based on the dimensions of community full-time workers 'role identity,professional leadership ability,and service ability,this paper analyzes the current situation of community full-time workers' construction under the background of the "four associations".The following problems are considered to exist: dual identity conflict,some degree of gender segregation,unclear role positioning,and insufficient professional leadership.Finally,the author starts from the main dimensions of measuring the construction of full-time workers in the community,combining the relevant polic background and the actual conditions of the community,and finds out the difficulties and specific reasons in the construction of the talents team.And put forward to strengthen the identity and role,establish the connection mechanism with the social work professional training of colleges and universities,strengthen the construction of the core competitiveness of social workers and improve the constructionof community full-time workers system countermeasures,and then improve the comprehensive community management system.
