Innovation is the primary driver force guiding development in the new era.University is an important part of the national innovation system.The technology transfer is one of the important events for universities,while it is also the responsibilities for university,which reflects the social service ability of the university.The construction of world-class universities and disciplines has defined the goal and task of the technology transfer of universities and put forward new concrete requirements for the high-quality connotative development of universities in the new era.Based on the relevant theories about the university’s transformation of scientific and technological achievements,this thesis firstly analyzed the current situation,main problems and restricting factors of the technology transfer in Chinese universities.Secondly,this thesis established the performance evaluation model for the scientific and technological achievements transformation in universities and conducted the empirical study.Lastly,according to the analysis of the current situation and empirical study,this thesis put forward policy proposals to improve the transformation system and the transformation performance of scientific and technological achievements in universities.The main conclusions are as follow.First,along with the continuous improvement of the national and local policy environment,both the transformation ability and qualification of the scientific and technological achievements in universities have increased.However,it cannot be denied that problems still exist.For example,on the one hand,the common low transformation qualification of the high-end scientific and technological achievements cannot meet the requirements of the market need,and the insufficient management ability during that is common to see during the whole transformation process.On the other hand,the popularity and the implementation of the relevant policies need to be strengthened,and both the operating mechanism and service system should be further improved.Second,the overall transformation performance of the scientific and technological achievements of Chinese universities from 1995 to 2016 is relatively low,which was DEA inefficient.The annual mean value of the transformation performance of scientific and technological achievements in universities decreased at first,and then gradually changed steadily,but there is a fluctuation range during the period.Third,the overall Moran’s I index of the overall performance of the technology transfer in universities was lower than 0 during the period from 1995 to 2007 and year 2012,implying the negative correlation.However,this index is greater than 0 during the period from 1995 to 2007 and the period from 2013 to 2016,indicating that the spatial correlation of the performance of the technology transfer in Chinese universities has been enhanced since 2008,and the trend of agglomeration is obvious.Fourth,the number of hot spots increased significantly from stage 1 to stage 2,and they kept aggregating in south areas.In other words,the performance of the technology transfer of universities in south China shows obvious spatial convergence.See from the spatial and temporal distribution of cold spots and hot spots,it can be inferred that the overall trend of the distribution of the transformation performance of scientific and technological achievements in Chinese universities is that the south is more than the north,the east is more than the west,and the spatial agglomeration is gradually enhanced.And the distribution characteristics of which gradually changed from overall dispersed distribution to the continuous spatial distribution in small area.
