Since the 18 th National Congress of the Communist Party of China,our country has entered the stage of precision poverty alleviation,in which more emphasis has been placed on "helping the intellect" and paying attention to the role of vocational education in reducing poverty and eradicating poverty.However,with the in-depth promotion of precision poverty alleviation in vocational education,our poverty alleviation action is facing many difficult problems that need to be solved urgently.The United Nations Educational,Scientific and Cultural Organization(UNESCO)and the International Labour Organization(ILO)are representative organizations of international organizations in promoting vocational education poverty alleviation,which have a long time,a wide range of activities and rich experience in helping the poor.It can provide reference for the methods and contents of vocational education precision poverty alleviation for our country ’s.Therefore,this paper takes UNESCO and ILO as the research object,and studies its practical activities in promoting vocational education.This papers consists of four parts.The first part is theintroduction,it introduces the research background,significance,ideas,methods,contents and related literatures at home and abroad.The second part takes the development process of UNESCO promoting the poverty alleviation on vocational education as a clue,and takes the three stages of its history development as the framework.The practical activities of UNESCO are summarized as follows: carrying out literacy activities on a large scale,focusing on youth employment and female literacy and emphasizing transferable skills,focusing on skills forecasting,green skills and the development of information and communication technologies.And according to the practical activities,this paper summarizes the characteristics of UNESCO about practical ideas,value orientation,form and social adaptability in promoting poverty alleviation on vocational education.At the same time,it is inferred that adult literacy,youth vocational education poverty alleviation and the role of ICT will be the trend of UNESCO in promotng vocational education poverty alleviation in the future.The third part is to present the practical activities of ILO in the process of promoting vocational education poverty alleviation,according to the population groups.This partsummarizes the characteristics of practice from four angles:practice goal,promoting employment through training,social adaptability and quality assurance.And it is believed that ILO will continue to pay attention to the poverty alleviation of the disabled and youth groups in the future,and will also pay more attention to the development of the personal interests and core skills of the trainers.The fourth part,based on the contents of the second and third parts,summarizes the experiences of UNESCO and ILO in promoting the process of vocational education poverty alleviation:establishing the important position of vocational education in the poverty alleviation system,expanding educational opportunities for poor groups;Implementation of poverty alleviation according to the characteristics of population groups,focusing on promoting the practice of youth poverty alleviation on vocational education;Constructing the Poverty Alleviation system of Vocational Education based on the interaction of "Vocational Education and training and Employment",and paying attention to the Market demand-driven;and improving the quality of vocational education and its correlation,perfecting the guarantee system of poverty alleviation on vocational Education.In addition,according to its experience,we have obtained the enlightenment about the goal,policy,strength,the participatal main body,constructing poverty alleviation quality assurance system and promoting sustainable development of poor groups in poverty alleviation.
