Promoting the balanced development of compulsory education is the focus of China's education development.Balanced allocation of teachers is an important guarantee for balanced development of compulsory education and an inevitable choice for achieving fair and quality education.Understanding the specific views of teachers,school administrators,and educational administrators on the issues related to the balanced allocation of teachers is of great reference value for further improvement of the pertinence and scientificity of the allocation of teachers.Accordingly,the research is based on questionnaire survey,aside by open interviews.We investigated 230 teachers,53 school administrators and 31 educational administrators in Chaling County,Hunan Province.Then we got the message about their understanding and feedback on the current situation of teachers,the policies of balanced allocation of teachers,the causes of unbalanced allocation of teachers and the expectations and requirements of balanced allocation of teachers.The research compared and analysed the feedback of teachers,school administrators and educational administrators on the current situation of teachers,the policies of balanced allocation of teachers,the causes of unbalanced allocation of teachers and the expectations and requirements of balanced allocation of teachers in Chaling County,Hunan Province.It summarized three groups' feedback from the same and different aspects,and gained the following conclusions: The overall quality of the existing teachers in Chaling County of Hunan Province is acceptable,but there is a strong demand of teachers and teachers' professional development.Teachers,school administrators,and educational administrators have high approval of the policies of balanced allocation of teachers,but the implementation of policies is deviate.The causes of unbalanced allocation of teachers in Chaling County of Hunan Province are multiple,and the bottlenecks are salary and working pressure.Teachers,school administrators,and educational administrators express their expectations for the relevant departments in terms of treatment,career attraction and social status,and the focuses are from social sanction to campus construction.According to the research conclusion,the article had further discussion on three questions: why the allocation of teachers is unbalanced,why three groups' opinions are different,and why the complementation of teacher allocation policies is deviate from the perspectives of pedagogy,sociology and psychology.At the same time,the article has proposed constructive opinions from three aspects: constructing long-effect mechanism of teacher allocation policies to achieve unify of policy objectives and effects,constructing benefit integration mechanism to achieve unify of personal benefits and public benefits,constructing teacher motivate mechanism to achieve unify of personal pursuits and social pursuits.
