As a form of high-level education,paying attention to people's development is the basic connotation of graduate education,and the generative nature of graduate education requires that the construction of an internal quality assurance system should be based on student development.Attention should be paid to the quality of the quantity of process.China's postgraduate education has been Committed to quality improvement,but the interpretation of quality is largely stuck in the traditional concept of "input-output".This kind of quality concept pays more attention to the resource elements such as funds and high-quality teacher resources,pays more attention to the output of innovation results,and evades the needs of students,the training process,and the students in the process of training.How to highlight,pay attention to and promote the value-added of students has become an important topic for the improvement of the internal quality assurance system for graduate education in China.Based on the concept of value-added,this article uses value analysis to explain the proper and actual situation of the internal quality assurance system of graduate education in our country,and analyzes the basic value orientation of the internal quality assurance system for postgraduate education in China by using questionnaires,existing problems and their causes,using comparative research methods to analyze and study the advanced experience of the internal quality assurance system for graduate education in the University of California at Berkeley and the University of Cambridge,UK,and to propose the motivation for the improvement of the internal quality system of postgraduate education under the concept of value-added.Guided by the reference path to improve the practice of deepening the internal quality assurance system in colleges and universities.In order to make the object more clear,this article analyzes the internal quality assurance system of graduate education from three aspects: training process,organization management,and self-assessment.The study found that the lack of students is an important issue in the internal quality assurance system for graduate education in China.Outstanding performance is that the main orientation is to meet social needs and improve management efficiency in the value orientation,but the orientation centered on student development has yet to be developed;the cause ofthis dilemma is the long-term indifference of the quality assurance activities of colleges and universities for individual students;The inertia of administration led to the lack of motivation for improvement in universities;the solidification of the quality management thinking led by the scientific paradigm;and the obstacles to the improvement of the security system due to the bureaucracy structure.The University of California at Berkeley and the University of Cambridge in the United Kingdom have made achievements in the construction of an internal quality assurance system for postgraduate education.Each of them has its own characteristics.The University of Berkeley has perfect quality assurance and Cambridge University has outstanding organizational management.This has an important relationship with the historical and cultural factors of the two schools and the existing laws and regulations.In the international context,the internal quality assurance systems for postgraduate education in the two universities share common characteristics: based on student experience and development,taking care of the entire training process,and improving the organizational structure of postgraduate education quality assurance.The author proposes to improve the internal quality assurance system for postgraduate education in China under the concept of value-added,and to use student value-added as the basic concept and the exact standard as an internal drive,and to take the improvement of the organizational system as the driving force,and to take the soundness of the resources co-ordination mechanism as an external drive.Strengthen the path of self-monitoring and self-evaluation of colleges and universities that focus on student value-added and focus on the entire training process and focus on “increment”.
