As China enters a new stage of historical development,as a new type of personnel management system,the personnel agency system plays a role in many fields of society,especially in the development of the personnel management system of public higher vocational colleges in China.The marketization and socialization of personnel management in public higher vocational colleges is the direction of the development of human resources management in public higher vocational colleges in the future.In the new era,T College has seized good development opportunities,responded to national policies,and actively carried out the implementation of the personnel agency system.Although achieved certain results,but there are also many shortcomings.Taking an example,based on the investigation of the implementation of the personnel agency system of T College,this paper explores the shortcomings in its implementation,summarizes the key problems in the current personnel system of T College,and analyzes the reasons behind it.Therefore,"the right medicine",put forward targeted solutions,in order to make some contribution to further promote the development of public higher vocational colleges in China.The main contents of this paper contains the following four parts.(1)Sort out the research results of existing personnel agency.This paper firstly summarizes the research on the personnel agency system of domestic and foreign scholars.Secondly,it defines the key concepts such as “career establishment”,“personnel agency” and“university personnel agency system” involved in the field of personnel agency.Finally,the theoretical basis of the personnel agency system-principal-agent theory,human capital theory,fair theory,incentive theory,etc.,has been fully elaborated.(2)A comprehensive and inductive analysis of the current status of personnel agency in T College.The analysis shows that more than half of the faculty and staff of T College are personnel agents,which play an important role in the development of T School;the personnel of T College are directly recruited through the school,and the Xi'an Talent Exchange Center is the personnel of the school.Agents provide services such as file keeping;most of the personnel of T College are women,and males account for a relatively small proportion;most of the academic personnel of the school are undergraduate and above,and middle and senior titles account for about 64%;There are differences in social security such as pension,medical care,unemployment,and major illness insurance.(3)Analyzed the problems and causes in the implementation of the personnel registration system of T College.There are four major problems,namely,the propaganda is weak and the acceptance is not high,the social security of the agent is not perfect,the incentive assessment mechanism is not perfect,and the agent lacks a sense of belonging.The main reasons for the problems are: the traditional concept hinders the implementation of the system,the prevalence of heavy and light contracts,the lack of incentives for the traditional personnel system,and the unclear authority and responsibility of personnel agencies.(4)Proposing perfect suggestions for the personnel agency system of T College.The solutions include: first,correct understanding of the agency system and changing the traditional backward concept;second,perfecting the personnel and agency policies and regulations,attaching importance to the construction of the contract mechanism;third,establishing and improving the personnel agency incentive mechanism;fourth,improving the management and service quality of the personnel agency.
