Since the 21 st century,online education in China's universities,especially academic education in pilot universities,has developed rapidly,and the scale of running schools has expanded rapidly,which has greatly promoted the popularization of higher education.For many students who do not have the opportunity to obtain full-time higher education,it provides a way to further their studies,and also improves the level of education in society.However,while the online education in Colleges and universities has made achievements,there are also many problems to be solved urgently.Among them,the quality assurance is the key,and it is also the place where public opinion is controversial.The quality assurance of online education in Colleges and universities has become a fetter for their school running quality and academic qualifications to be recognized by the society.From the micro level,many pilot universities have initially established internal online academic education quality assurance system,but from the macro level,the governance system of online academic education quality assurance in China's universities still needs to be improved.At present,our society has entered a new stage of development.The modernization of national governance system and governance capacity has become an important issue of the times.How to manage online education in Colleges and universities has become a realistic issue worthy of attention and research.There are four Pilot Universities in Liaoning Province to carry out online diploma education,which has achieved remarkable results through nearly 20 years of development.But it also faces the realistic problems of further standardizing management and improving the quality of online education.This paper introduces the external quality assurance measures of online education in Liaoning Province from the aspects of national unified examination,enrollment record,electronic registration,annual report and teaching evaluation,summarizes the existing problems of online education quality assurance in Liaoning Province's universities,and on this basis,takes DG University as an example,uses SFIC collaborative governance model to study and analyze online education collaborative governance in DG University.The starting conditions,catalytic leadership,system design,collaborative process and results of collaborative governance have been sorted out in an all-round way.Finally,from the perspective of collaborative governance,from the starting conditions and collaborative process of online education collaborative governance in Liaoning Province,this paper puts forward the countermeasures and suggestions of online education quality assurance collaborative governance in Liaoning Province.At the same time,it also provides reference ideas for the governance of online education quality assurance in other regions.
