Quality is the lifeline of education and the necessary way to grasp it is to monitor it timely and effectively.Establishing a scientific quality control system,which is capable of monitoring and feeding back to the teaching process,in order to identify and solve problems,thus contributing to improve the quality of teaching,to ensure the realization of training objectives.In this sense,the quality control system is one of the important criteria to measure the quality of a school teaching.It is not only necessary to establish and perfect the internal quality control system of modern distance education,but also has very important practical significance.This paper is divided into four parts.The first part is the basic theory of quality supervision system in distance higher education.It mainly includes the related concepts and theoretical basis of quality control of distance higher education.The whole thesis is based on the theoretical basis of total quality management theory and PDCA cycle theory.The second part is the analysis of the status quo of the internal quality control system of the distance higher education in our country.During the modern distance education pilot,remote higher education has taken a variety of ways to ensure quality,has made remarkable achievements,but there are also some problems,such as quality control standards are not perfect,quality monitoring content is not comprehensive,evaluation and feedback is not in place,quality monitoring process is not deep and so on.The third part is the experience of the Open University in the United Kingdom and the University of Phoenix in the United States,and the inspiration brought to us is that we should base on our own national conditions to establish a quality concept of remote higher education,to focus on the quality of results and quality of benefits,so that the state,society,learners and other relevant stakeholders can clearly monitor the quality.The fourth part is about the idea of improving the internal quality control system of the distance higher education,based on the principle of systematism,applicability,comprehensiveness and sustainable development,taking the combination of routine inspection and stage inspection,the feedback of teaching supervision,the normal monitoring of teaching data,etc.from the teaching process,learning process,curriculum resources construction,learning support services and other aspects.The monitoring process is mainly to follow the PDCA cycle theory,from the system quality standards to the implementation of monitoring,and then to the information feedback,and finally monitor the improvement effect,and improve the effect as a new round of closed-loop start.
