With the change of the world pattern,all countries regard education quality as one of the important ways to improve global competition since 1980 s.It has generally agreed that teachers hold the key to improvement of quality of education and initial teacher education is viewed as foundation of teacher education,so how to effectively assure quality of initial teacher education to promote improvement of quality of education is significant.In order to deliver high-quality new teachers to compulsory education,many countries adopt effective strategies to assure quality of initial teacher education and establish quality assurance system of initial teacher education.China does not establish a mature quality assurance system of initial teacher education.As a consequence,it is significant to investigate quality assurance system of initial teacher education in foreign countries for improving quality assurance system of initial teacher education in China.This study investigates government-led quality assurance system of initial teacher education in England to illustrate influential factors of England initial teacher education quality assurance system changing from university-led to government-led system and analyze its operating mechanism and effectiveness.Literatures analysis is mainly employed as a research method in this study.The contexts and operating mechanism of quality assurance system of initial teacher education in England are examined by collecting policy documents in the UK government website.In addition,the effectiveness of quality assurance system of initial teacher education in England is investigated through collecting government reports and other related literatures.This study finds that,in contexts of demand of dramatic changes of society and education reform,development of teacher education and politics,quality assurance system of initial teacher education in England transformed from institution-led quality assurance system of initial teacher education into government-led quality assurance system of initial teacher education since 1980 s.Thus,initial teacher education providers are able to have part degree of autonomy when carrying out their duties,but the government organizes and publishes standards related to initial teacher education,conducting accreditation and inspection and connecting the results of accreditation and inspection with number of student teachers,funding and awarding qualified teacher status.The results of newly qualified teachers surveys and inspection illustrate that quality assurance system of initial teacher education in England is effective,while researchers argue that it is not only harmful to autonomy of initial teacher education providers but also to the future development and innovation of initial teacher education.
