Research On The Optimization Of Governance Structure With Secondary Colleges In Chinese Universities

Since the end of the 20 th century,especially the beginning of the 21 st century,the reform of China's higher education system has been comprehensively advanced,and the process of popular education has been constantly accelerated.In order to adapt to the development of society,under the unified deployment of the state,the management focus of colleges and universities has been constantly moving down,and the autonomy of secondary colleges has been continuously enhanced.Secondary colleges can coordinate human resources,financial resources and material resources according to their actual conditions,optimize the allocation of educational resources,promote intra-college and inter-college exchanges,and fully mobilize the subjective initiative and work enthusiasm of staff.Optimizing the governance structure of secondary colleges is a prominent manifestation of China's democratic politics and an effective means to improve the modern education system.On the basis of reading a large number of relevant literatures at home and abroad,this paper takes stakeholder theory,principal-agent theory and corporate governance theory as the theoretical basis,and comprehensively USES literature research method,comparative research method and historical research method to analyze the power structure and operation mechanism in the governance structure of secondary colleges in China.On this basis,the historical context of the governance structure of secondary colleges in China is sorted out and summarized,and the existing practical problems in the governance structure of secondary colleges are found out.These problems include the imbalance of power and responsibility allocation between colleges and universities,the lack of supervision power and the weakness of academic power.After that,the historical process and current situation of college system management in the United States,Britain and Germany are sorted out to explore advanced college governance experience in the United States,Britain and Germany,including successful experience in charter construction,college autonomy,academic autonomy and joint governance.Finally,combined with the above conclusions,on the basis of the socialist system with Chinese characteristics,put forward three optimization Suggestions: first,build a scientific collaborative participation,the governance structure of common governance,namely the four core power of the status of adhere to;Second,we need to establish and improve effective mechanisms for joint governance,including decision-making,implementation and oversight mechanisms.Third,reasonably improve the security system of secondary colleges,including the revision of the articles of association and management measures and the construction of the system of checks and balances.
