Industrial structure and employment structure are inextricably linked,and the level of industrial development has a significant impact on the number of workers and employment structure.On the one hand,the expansion of industrial scale and its structural optimization can create more jobs for workers and increase the total number of employees in the labor market.On the other hand,industry provides material basis for the employment of laborers and determines the employment structure of laborers.Since the beginning of the 21 st century,the quality of China's economic development has been improving,and the focus of industrial development has shifted from increasing economic aggregate to changing the development mode.Industrial transformation and upgrading,as an important way to promote the transformation of economic development mode,has become the focus of government work.At the same time,college students as high quality talents,their rich human capital advantages play an important role in promoting industrial transformation and upgrading.However,with the expansion of college enrollment in China,the number of highly effective graduates is increasing day by day,the employment pressure of college students is increasing,the structural unemployment problem is serious,and the employment problem of college students is increasingly prominent.Therefore,it is of great significance to study the impact of industrial transformation and upgrading on the employment of college students in order to improve the employment status of college students and accelerate the process of industrial transformation and upgrading.This paper first defines the concept of industrial transformation and upgrading,and holds that industrial transformation and upgrading are mainly reflected in three levels: the total output level,the industrial structure level and the industrial value chain level,and introduces the relevant theoretical basis of the three levels.Then,using the panel data of 31 provinces and cities from 2007 to 2016,by establishing the regression model of college students' employment and calculating the structure deviation index,the impact of industrial transformation and upgrading on the employment of college students was studied from three levels,and the following conclusions were drawn:(1)For the whole country the increase in the output value has a significant effect on the employment of college students,but there is a significant difference in employment elasticity in the eastern,central and western regions.(2)As far as the whole country is concerned,the optimization and upgradingof industrial structure can promote the employment level of college students,but the central region is not significant.(3)by further subdividing the internal structure of the tertiary industry into labor-intensive industries,capital-intensive industries and technology-intensive industries,it is found that capital and labor-intensive industries can absorb more employment of college students,while technology-intensive industries have a weak role in promoting employment of college students.Finally,through the analysis and arrangement of the empirical results,this paper believes that China's industrial transformation and upgrading level is still low at present.Taking the tertiary industry as an example,China's industrial structure and the employment structure of college students are not highly coordinated,and the dispersion degree is large.In addition,due to the uncoordinated regional economic development,the industrial transformation and upgrading of the central and western regions has not fully exerted its role in promoting the employment of college students.Therefore,this paper proposes feasible policy recommendations to promote the employment of college students from the aspects of promoting industrial transformation and upgrading,optimizing the labor market structure and promoting the coordinated development of economy in the East,Central and West regions.
