At present,under the impetus of innovation working mechanism of the targeted poverty alleviation,China’s development work of poverty alleviation has made remarkable achievements.It has now entered a crucial period of resolutely winning the battle against poverty and building a comprehensive well-off society.Because the poor people in our country are mainly distributed in rural areas,the key to achieving in targeted poverty alleviation is in rural areas.Rural adult education,as a fundamental way to improve the human capital of the rural poor and strengthen the ability of the rural poor to free themselves from poverty,is a powerful strategic weapon to win the fight against poverty and promote rural revitalization,and the internal driving force for the sustained and coordinated development of the national economy.However,the development of rural adult education in China is sluggish,especially in the western economically undeveloped regions.Therefore,based on the characteristics of historical and cultural development in the northern part of Guizhou,taking rural adult education in A County of Guizhou Province,which is with the typical characteristics of social economy development in western regions,as the research object,and taking the role of rural adult education in targeted poverty alleviation as the point-cut,this study gathers information and collects data by the methods of literature analysis,questionnaires and interview.Based on the theories of human capital,adult education and lifelong education,using the combination of qualitative and quantitative methods,this research deeply analyzes the development status of rural adult education in A county under the background of targeted poverty alleviation and explores the problems and causes of rural adult education.This typical sample is also used to propose targeted solutions from three levels which are government departments,rural adult educational schools and institutions,and educatees.The specific content of this study is as follows:Firstly,the relationship between targeted poverty alleviation and rural adult education was clarified through the analysis of the literature.Targeted poverty alleviation and rural adult education overlap in service areas and service targets,and their development goals are highly consistent.Moreover,they promote each other in the process of development.The development of rural adult education can promote targeted poverty alleviation.The achievement of targeted poverty alleviation can promote the development of rural adult education.Secondly,the current situation of rural adult education development has been learned through the field survey of A County under the background of targeted poverty alleviation.The study found that the current rural adult education in County A has several problems as the serious waste of resources which results from the management of rural adult education is unreasonable;the violation of the code of conduct which causes from the lax supervision and assessment of rural adult education;the low level of educational and training participation which leads from the poor publicity effect of rural adult education;the mismatch between education supply and demand which is by reason of the unsuitable curriculum of rural adult education and the quality of rural adult education is not high enough resulting in unsatisfactory training results.In order to identify the “lesions location” of rural adult education to propose improvement targeted measures,the causes of these problems are further explored.First of all,from the government aspect,the government does not pay enough attention to rural adult education so the education investment is insufficient;the management system is irrational so the resource utilization efficiency is not high;the legal system is imperfect,so the marketing stipulation and constraint is lacking;the propaganda method is not appropriate so the publicity effect is poor.Lastly,based on the analysis of the problems and causes of rural adult education in County A,this study puts forward some suggestions from three aspects of government,adult education schools and institutions,and educatees.On the one hand,government departments should fully understand the value of rural adult education and increase investment in education funding;build a scientific and rational management system to efficiently integrate and utilize educational resources;further improve rural adult education laws to regulate schools’ behavior and increase propaganda level and enhance the publicity effect.One the one hand,rural adult education schools and institutions should strengthen infrastructure construction and improve teaching ability;adjust the orientation of educational functions and improve the quality of education.On the other hand,educatees should change their stereotypical thinking and enhance their motivation for self-development;establish a lifelong learning awareness and promote the construction of a new type of learning countryside.
