The Selection Of Financing Mode Of Zhangjiakou University Town

Since the implementation of higher education reform in China in 1990s,colleges and universities have begun to expand all over the country.At the same time,the University City and Higher Education Park also have come into being and developed rapidly.The development of university town can not only achieve the training of high-quality talents,share educational resources,promote the development of higher education,but also promote the urbanization process of a region,adjust the industrial structure of the region and promote its balanced development.The University City in the production,learning and research for the unity of the development direction,build a set of scientific research institutions,universities,enterprises,service and entertainment as one of the high-tech Park and living area,so the construction of University City has a strong appeal to the government,it becomes the focus of local governments overall planning.From the perspective of the country,the construction of the university town has indeed increased the popularization of higher education in China,and has transported a large number of talents to the rapid development of our country,and has promoted the level of national economic development.From the perspective of the local government,the construction of the university town can not only increase the land value of the area,but also provide talents support for the city and promote the development of the city's economy,education and culture.From the perspective of the University City,generally at the outskirts of the city location,relative to the city center,the development of university city land price is more suitable for colleges and universities,colleges can be more adequate to give the land,to meet the needs of college enrollment;in addition,many colleges and Universities in the University City into,between college culture and academic can better communicate,realize the sharing of teachers,laboratory,library and other resources,but also save the land,to avoid duplication of construction of public facilities.The construction of university town is a huge project.Capital is the decisive factor for the success of university town construction.Therefore,financing has become the primary task of university town construction.The construction of university towns in foreign countries started earlier and their financing methods were different.But the most important thing is the financing mechanism.The construction of university towns in China started late,though there are many different models,the government has always dominated.In this paper,the main financing mode of University City was chosen for analysis,through analyzing the present situation of City University of Zhangjiakou and existing problems.Financing mode selection of Zhangjiakou University City as a starting point,this study combines with the field survey of Zhangjiakou University City,selects the appropriate mode of financing,compares and analyzes some of the main financing models and put forward reasonable financing proposals.
