Research On The Evaluation Of Internationalization Action Ability Of Local Universities

University internationalization is not an unfamiliar concept and an emerging topic.Since its inception,the university has had a distinctive international character,mainly represented by the transnational study tour of teachers and students,accompanied by the growth and development of the university.Today,university internationalization is the economic globalization,the need to build a world-class university and higher education modernization,and is defined by many scholars as the fourth maj or function of the university.The academic circles are very rich in the research on the issues related to the internationalization of universities,mainly focusing on the discussion of the basic concepts of university internationalization and the evaluation of the internationalization level of universities.However,research on the implementation of university internationalization in practice is rarely involved.This research focuses on the evaluation of the internationalization of local universities.Based on the concept of internationalization of universities,based on the theory of planning and behavior in behavioral studies,this paper initially constructs a framework model for the internationalization of local universities.The internationalization action of local universities is mainly composed of six dimensions:concept system,cooperation and exchange,management organization,student training,teacher teaching and academic research.The use of Delphi method and analytic hierarchy process to determine the importance of local university internationalization action model elements.And the weight of each element,forming a local university internationalization mobility measurement formula.This study takes the J University as an example to carry out the university internationalization action evaluation.The empirical analysis shows that the university has outstanding performance in international cooperation and exchange,and has a good performance in the establishment of the concept system and management institutions,but it lacks the mobility in terms of student training quality,teacher internationalization level and international research results.Studying this issue is of positive significance for improving the internationalization level of local universities,strengthening the internationalization of universities,promoting the quality and connotative development of higher education,and building a higher education power.
