The result of the fourth national discipline evaluation under "Double First-Class"has been widely discussed,the public are concerned about the discipline ranking and the country's subsequent funding moves.National "Double First-Class" construction scheme proposed "open competition,dynamic adjustment,performance oriented"policy thinking,asking to break identity limit,forming the incentive constraints mechanism and funding higher education institutions according to the result of the performance evaluation.However,to implement the policy thinking of performance evaluation and performance allocation,first of all,the scientific and rational performance evaluation system should be constructed,and the financial allocation mechanism based on the results of performance evaluation should be developed.From this aspect,the UK's research evaluation system after nearly 30 years of practice has a certain scientificity and rationality in terms of institutional arrangement,its scientific research quality management path of separated funding of teaching and research and combination of evaluation and funds provides a good reference for our country.Therefore,this paper will take the UK's latest Research Excellence Framework(REF)as the research object,and specifically analyze its scientific research evaluation operation and funding modelFirst of all,clarify the three phases of development of the British university research evaluation system,through the analysis of the UK's research evaluation system,straighten out the basic framework of research evaluation system and operation mechanism,the paper mainly discusses the latest Research Excellence Framework,found that:Firstly,REF reduces the subject evaluation units and encourages interdisciplinary research,embodies the concept of "convergence";Secondly,REF adds the index of "research influence" to highlight the value of social contribution and embodies the concept of "synergy";Thirdly,REF maintains"academic autonomy" to keep academic ecological balance and embodies the concept of "ecology".Secondly,clarify the development of British higher education funding management system,and analyze the formulation granting model based on subject unit through a case study of Research Excellence Framework results,found that regular research funding has the following features:Firstly,professional semi-official funding organizations makes the process more transparent,more fair;Secondly,the research funding strategy of "high inclination" stimulates universities to focus on scientific research quality and emphasizes innovation transformation;Thirdly,the formulary funding model based on subject unit takes influence factors into account,making funding process can be done in accordance with the rules and regulations.Finally,on the comparison of Chinese and British university research performance management system,combined with the hottest Chinese fourth round discipline evaluation results,analyze the problems of research evaluation and management system in China,such as simple evaluation methods,utilitarianism,and put forward the following Suggestions:Firstly,establishing a transparent research performance evaluation system to improve the efficiency of funding utilization.;Secondly,promoting "management?organization?evaluation "separation,cultivating professional evaluation and funding institution;Thirdly,improving the scientific research evaluation index and reflecting the development of the characteristics of the subjects;Fourthly,the competition mechanism should be introduced to improve the intensity of scientific research.Fifthly,adopting the discipline formulary funding model to raise the benefit of capital investment.Sixthly,forming expert groups scientifically,attaching importance to the expert training.
