Under the background of the new normal of economic development and structural reforms on the supply side,China is in the period of economic restructuring and industrial restructuring.There have been a large number of personnel transfer,employment,and reemployment problems during the process of industrial upgrading and transformation.The new industries are eager for talents,and human resources service institutions can play a supporting role in the allocation of human resources.The policy of attracting talents and gathering talents has been implemented in various regions to increase the flow of talents.The role of human resources service institutions in promoting employment,attracting talents,and allocating social human resources has become increasingly prominent with the implementation of the priority of employment and the strategy of strengthening the nation through talents.However,there are also problems pass off the fish eyes as pearls and lack of regulation.In order to improve the level of human resources service,standardize the market subject and play its basic role in the allocation of talents,it is urgent to carry out the classification management of human resources service institutions and standardized evaluation.On the basis of sorting out the existing policy texts and interview materials of human resources service institutions,the thesis uses grounded theory research methods and combined with the hierarchy theory of enterprise needs to constructs an evaluation index system from the five dimensions of basic conditions,internal governance,information level,social responsibility,and work performance.Then,the grey clustering analysis method is used to construct the comprehensive evaluation model of human resources service institutions based on the grey system theory.Taking Xi'an as an example,the paper conducts comprehensive evaluation of human resources service institutions and the in-depth analysis of the results of the evaluation.The factors affecting the development of human resources service institutions are discussed from three aspects: macro,medium and microcosmic.From the government,industry and the organization itself three levels to promote the development of human resources service agencies and suggestions.The paper draws the following conclusions:From the overall point of view,the development of human resources service institutions in Xi'an is at the middle level;from the sub point of view,there are exist many problems,such as the backwardness of infrastructure construction,the low comprehensive quality of the employees,the lag of information construction,the low level of service level,and the poor sense of social responsibility;From the perspective of institutional nature,the development level of state-owned enterprises is obviously higher than that of ordinary private enterprises.The macro,medium and microcosmic perspectives all have different degrees of impact on the development of human resources service organizations.It is proposed that governments,industries,and institutions themselves work together to promote the healthy development of institutions.The main contributions of the paper are:(1)Using grounded theory research methods,constructing the evaluation index system of human resources service agencies from the five dimensions of institutional basic conditions,internal governance,information level,social responsibility,and work performance,to make up for existing research On the deficiencies in the construction of evaluation index system for human resources service institutions.(2)Construct an evaluation model of human resources service agencies based on the grey system theory,and evaluate human resources service agencies in Xi'an,so as to provide the basis for future theoretical and empirical research.
