At the Fifth Plenary Session of the Eighteenth Central Committee of the Communist Party of China,the five development concepts of "innovation,coordination,green,openness and sharing" were put forward.Among them,innovation and development are at the core of the five development concepts and the first driving force to lead development.The report of the Nineteenth National Congress also pointed out that we should speed up the construction of an innovative country,deepen the reform of science and technology system,and strengthen support for innovation of small and medium-sized enterprises and promote the transformation of scientific and technological achievements.Under this background,Beijing-Tianjin-Hebei region,as a key national development city group,can not slow down the development of regional industrial innovation.This requires a clear positioning of the level of regional industrial innovation and development,and recognizes the problems and reasons in the process of innovation development,so as to make targeted improvements.Firstly,this paper evaluates the development of industrial innovation in Beijing,Tianjin and Hebei from two perspectives of innovation capability and innovation efficiency.For the innovation ability,combining with the concept of innovation development,the evaluation index system is designed,and the entropy method is used to give it appropriate weight,and the score of industrial innovation ability is calculated to evaluate it.As far as innovation efficiency is concerned,the input-output index evaluation system is designed,and DEA-BCC model and DEA-Malmquist index method arc used to evaluate innovation efficiency both statically and dynamically.Then,based on innovation ability and innovation efficiency,a comprehensive evaluation model of industrial innovation development is constructed,and the index of industrial innovation development is calculated,so as to make a comprehensive evaluation of industrial innovation development in Beijing,Tianjin and Hebei,and find out the problems and reasons in the process of innovation development.Finally,the factors that may affect the industrial innovation development index are selected from both internal and external levels,and the structural equation model is used to analyze them.The results show that there is a big gap among Beijing,Tianjin and Hebei in the industrial innovation ability and efficiency,which is mainly reflected in the fact that the industrial innovation ability and efficiency of Hebei are far lower than those of Beijing and Tianjin,thus lowering the overall innovation ability and efficiency of Beijing,Tianjin and Hebei.Specifically,the low innovation ability of Hebei is mainly due to the weak ability of innovation input,innovation output and environmental support,and the low innovation efficiency is mainly due to the low pure technical efficiency,which results in the overall level of industrial innovation development in Hebei is lower than that in Beijing and Tianjin.Through the analysis of the influencing factors of industrial innovation development,it is found that education level has the strongest impact on industrial innovation development,while innovation input has the weakest impact.
