Rural infrastructure construction plays an extremely important role in agricultural development and rural prosperity.One of the important functions is to release more rural laborers to transfer to non-agricultural employment and ultimately promote overall economic growth.With the advent of the aging era,the demographic dividend has gradually disappeared,and the key role of rural infrastructure in releasing rural labor,increasing farmers' income,and speeding up new urbanization construction has become increasingly important.China's current rural infrastructure construction is still relatively backward,which has restrained the vitality of the rural economy to a certain extent and curbed the transfer of rural labor to cities.Existing literature has studied the impact of certain rural infrastructure on non-agricultural employment,but has not yet incorporated various infrastructure into a unified analysis framework,thus failing to highlight which infrastructure has a greater impact on non-agricultural employment,or to pay attention to the impact of infrastructure on non-agricultural employment in many details.In view of this,based on the existing research and related theories,this paper examines the direct and indirect effects of rural infrastructure on non-agricultural employment at the theoretical level.With the help of the data of “China Labor Dynamics Survey” of 2012,2014 and 2016 of Sun Yat-Sen University and the data of the same prefecture-level city level,this paper firstly divides the infrastructure of rural infrastructure into living infrastructure and production infrastructure,and then studies the different impacts of the two types of facilities on non-agricultural employment.The main conclusions are as follows:(1)Rural living infrastructure(such as roads and running water)and production infrastructure(such as irrigation and mechanization level),will significantly increase the non-agricultural employment tendency of rural residents.(2)The impact of rural infrastructure on farmers' non-agricultural employment decisions is also affected by the backwardness of infrastructure: in the leading areas of infrastructure,the promotion of living infrastructure to non-agricultural employment will be enhanced,and production infrastructure will be non-agricultural.The promotion of employment will be weakened.(3)The construction of electricity,tap water and irrigation facilities in relatively abundant labor areas is relatively more important;the construction of roads and clinics in the plains is relatively more important;the construction of tap water facilities in suburban areas is relatively more important;(4)With the increase in unemployment rate,therole of electricity and clinics will increase.The role of roads,running water and irrigation is relatively weak.In summary,this paper uses the combination of micro and macro data to carefully explore the internal mechanisms and details of rural infrastructure impacting non-agricultural employment,so that local governments can understand what infrastructure needs to be built for non-farm employment and how it will promote non-agricultural employment.And then targeted to the construction of rural infrastructure and provide other supporting policies that are conducive to promoting non-agricultural employment.
