Ethical Research On Chinese Government's Purchase Of Public Sports Service Under The Orientation Of Fair Value

As a public sports service innovation mechanism,how can the government purchase maximize the fairness of the public sports service supply? What resource allocation ethics should be followed? Is there any ethical deviation in the practice of government purchasing public sports services? If there is a deviation,how can we return to the principle of should-be ethics? The realistic urgency of improving the fairness of public sports service and the limitation of theoretical research make these problems come into the research field of this study.Through a systematic analysis of the practice of local governments purchasing public sports services in recent years,it is found that 1)disadvantaged groups do not get adequate support;2)formalization of purchase and homogeneity of content;3)the purchase process is not standardized enough and the ways are not diversified enough;4)the transfer and deviation of the public responsibility of the purchase subject,and the lack of ethical guidance in relevant policy supply;5)there is a lack of public service awareness in the subject of undertaking,and there are ethical deviations such as the relationship between the government and sports social organizations.The most direct reason is insufficient resources,such as limited financial power,insufficient public sports service demand information,etc.,which directly limits the accuracy and coverage of public sports service supply.The imperfection of the system,the few restrictions on the responsibility ethics and the unclear procedural ethics in the current system are the important factors that lead to the ethical deviation.Insufficient understanding of the public sports service system;The lack of strong consciousness and the weak administrative ethics consciousness of the relevant administrative staff are also the root of the ethical deviation.Through systematic analysis of the practice of local government purchasing public sports services in recent years,it is found that the disadvantaged groups do not get adequate support,and the purchase is formalized and the content is homogenized.The purchase process is not standardized,the public responsibility of the purchase subject is transferred and deviated,and the relevant policy supply lacks ethical guidance.There is a lack of public service consciousness in the receiving body,and there is an ethical deviation such as the relationship between the government and sports social organizations.The most direct reason is insufficient resources,such as limited financial power,insufficient public sports service demand information,etc.,which directly limits the accuracy and coverage of public sports service supply.The imperfection of the system,the few restrictions on the responsibility ethics and the unclear procedural ethics in the current system are the important factors that lead to the ethical deviation.Insufficient understanding of the public sports service system;The lack of strong consciousness and the weak administrative ethics consciousness of the relevant administrative staff are also the root of the ethical deviation.Based on the practice of government purchase of public sports service experience summary,research suggests that the practice of ethics principles which should be let off back to standard,efforts should be made to do: clearly define the government responsibility of public sports service purchase,construction of information ecology: eliminate blind spots distribution and transfer barriers,improve the purchasing personnel on the depth of fair and ethical identity and rational cognition on the "government purchase",to clarify the misunderstanding of the public sports service,popularization of modern public service values,to foster public sports service culture,advocates the spirit of public service,etc.
