In knowledge economy time,talent has become an important factor in the competition between different countries to gain advantages.At the beginning of reform and opening up,the central government established the national policy of "respecting knowledge and respecting talents";General Secretary Xi Jinping proposed in the report of the Nineteenth National Congress that 'Gathering talents from all over the world'.Provinces and municipalities positively issued a series of talent introduction policies to respond.In 2009,Suzhou began to establish a talent policy system led by the"Gusu Talent Plan ".Policy synergy can reflect the degree of perfection and matching of the policy system,and a good policy combination and coordination mechanism can give full play to policy advantages that a single policy does not have.Policy research in different fields shows that policy synergy can play a good role in promoting the improvement of policy effects.This is very useful for the study of talent policy,in order to accurately and objectively evaluate the effect of the talent policy system on the construction of Suzhou's talent team and further improve the effectiveness of the talent policy,this article starts from the content of the talent policy and uses Suzhou's high-level talent scale,technology and economic output data as the effectiveness evaluation Indicators to quantify the synergy and its effectiveness of talent policiesThis paper adopts the research method combining qualitative and quantitative methods,compile the quantitative standard table of talent policy.quantify Suzhou's policy texts from 2009 to 2019.First,measuring the synergy of talent policy:Calculate and analyze the degree of synergy of policy objectives,measures and between objectives and measures;Secondly.evaluating the synergy of talent policy:Construct the evaluation index system of policy synergy effectiveness.establish a quantitative model,and evaluate the role of talent policy synergy in improving the effectiveness of talent attraction.The results show that the coordination of talent policy in Suzhou is good,which plays a good role in promoting the effect of talent introduction,and contributes to the construction of talent team and the development of science,technology and economy in Suzhou.However,there are also some problems in the talent policy synergy,which make the policy synergy partially ineffective.The causes of the above problems are analyzed in depth,and the optimization path of talent policy synergy improvement is put forward.
