Research On Optimization Of LG University Comprehensive Budget Management

With the vigorous development of knowledge economy in China,the importance of colleges and universities as a place to train high-quality knowledge-based talents is constantly highlighted.In recent years,in the process of development and reform,colleges and universities have exposed the problems of low level of fund management,limited capital growth,low work efficiency,low enthusiasm and serious brain drain.Among them,in terms of funds,there are two major contradictions that seriously hinder the development of colleges and universities,one is the contradiction between the diversified development of the sources of funds of colleges and universities and the old and single accounting system of income and expenditure,the other is the contradiction between the huge demand for funds caused by the rapid development of colleges and universities and the limited growth of funds faced by colleges and universities.The comprehensive budget management of colleges and universities reflects the arrangement of the use of funds by colleges and universities,and can also supervise and manage the whole process of the use of funds and the performance evaluation.For further improving the comprehensive budget management level of colleges and universities.Since 2016,the Ministry of Finance has issued a number of documents related to budget management,such as the basic guidelines for management accounting,the guidelines for the application of management accounting,No.200—Budget Management,and so on,which point out the objectives and directions for the comprehensive budget management reform of colleges and universities.On the basis of this background,this paper takes the full-time general universities—LG university as the research object,through collecting,reading and analyzing the school rules and regulations such as "LG University Comprehensive Budget Management Method "," LG University Internal Control Management Manual" and other relevant data such as "LG University Department Budget Open Table" and "Analysis Report of LG University Department Final Accounts ",combined with the interview and questionnaire survey methods of school leaders,functional office leaders,secondary college leaders.Aiming at the problem of mismatch between LG university's budget and strategy,it proposes to establish a budget project bank based on rolling budget.Aiming at the problem of low budget accuracy,it proposes to promote the integration of industry and finance.Aiming at the problem of frequent budget adjustment,it proposes to promote the zero-base budget method moderately.The key performance indicators(KPI)of strategy-oriented are put forward in view of the problems that can not evaluate the rationality of fund allocation.Aiming at the problems of low accuracy of budget preparation,lack of rigidity in budget execution and lack of evaluation of fund allocation,the comprehensive budget management information system is put forward,which aims to establish a closed-loop control system of budget management system for LG university,which is " budgeting is targeted,budget execution is monitored,budget completion is evaluated,evaluation results are feedback,feedback results are applied".As a full-time general university,LG University has a certain representation in the higher education industry.This paper puts forward some suggestions for improving the comprehensive budget management of LG University,which is helpful to optimize the resource allocation of LG University and promote the development of LG University.Furthermore,the problems summarized in this paper have certain universality in the national colleges and universities,so the research results are not limited to LG university,it will provide reference and reference for the implementation of the comprehensive budget management of colleges and universities in China,and promote the development of colleges and universities.
