Research On Risk Evaluation And Control Measures Of PPP Project In New Campus Construction Of Colleges And Universities

Since 2014,The application of PPP mode in relevant fields in China has been expanding,showing a strong national driving force.More and more colleges and universities have adopted PPP mode to build new campuses,which has effectively alleviated the huge financial pressure brought by the development of higher education and played a positive role in the construction of colleges and universities.At the same time,the application of PPP model,however,there is a lot of risk,for example,because of the laws and regulations is not perfect lead to conflicts of interests,in the process of the new campus construction cost overruns and so on risk,will affect the success of the PPP projects,part of the new campus construction of the PPP project landing fast but slow progress is also based on this.Therefore,it is of great significance to study the risk of applying PPP mode in the construction of new campus of colleges and universities,evaluate and then put forward the risk control countermeasures.Based on the above background,this article first through the risk identification theory to identify the new campus of colleges and universities is analyzed with the construction of the PPP project risk,through expert survey method,literature analysis method such as consensus don't sort out the political risk,financial risk,environment risk,construction risk,legal risk,credit risk,operational risk,such as a total of seven categories,21 risk influence factors,made the construction of new campus of PPP project risk identification list;Secondly,the risk estimation theory and risk evaluation method are briefly introduced.According to the reality of PPP projects in new campuses of universities and colleges,the comprehensive evaluation method model combiningahP and CIM model is selected as the risk evaluation model of PPP projects in new campuses of universities and colleges.Thirdly,the feasibility and effectiveness of the combined risk evaluation model are verified with the case of applying PPP mode in the construction of a new campus of a university.Finally,based on the research foundation and case analysis,this paper proposes several important risk control countermeasures for the application of PPP mode in the construction of new campus in colleges and universities.In this paper,the application of PPP model in the risk assessment of new campus construction projects in colleges and universities provides a positive role in promoting the widespread use of PPP model,and plays a positive guiding role in solving the problem of PPP model in the development of higher education,especially in the construction of new campus in colleges and universities.
