Deepening the reform and construction of the administration unit's own management,improving the efficiency of public management and the quality of public service are the important work that our country has been pushing forward.Since 2012,our country has put the construction of internal control of administrative institutions on the important agenda and constantly deepened.As a typical institution,colleges and universities undertake the responsibility of social public affairs,such as personnel training and discipline construction.Their business activities basically belong to the scope of public utilities.Therefore,their business activities determine their work quality,efficiency and effect,which are related to the vital interests of the country,the people and individuals.The increasing financial special funds of colleges and universities also make the finance at all levels more and more important To pay more attention to the effective allocation and use of special financial funds.The special financial fund is used for specific purposes and project management in Colleges and universities.It is directly related to the progress of scientific research projects in Colleges and universities.It is an important guarantee to speed up the construction of University projects and promote the long-term,healthy and stable development of colleges and universities.With the national attention to higher education,the financial investment in the financial special funds is increasing,and due to the special characteristics of the financial special funds,higher requirements are put forward for the use system,management system,evaluation system and other standardized management systems of the financial special funds of colleges and universities,which has become the focus of the work of colleges and universities.How to use the special funds correctly and effectively in the project,how to use the special funds to promote the long-term,healthy and stable development of colleges and universities,and how to achieve the budget performance goal are the common problems faced by colleges and universities.To build a scientific and complete internal control system and standardize the management of university financial funds is the key to ensure the standardizedand effective use of special financial funds.This paper starts with the concept and related theory of financial special fund management,carefully studies the existing literature on internal control of financial special fund management at home and abroad,draws on the valuable experience,takes the development process of internal control of financial special fund management in China as the background,and studies the internal control of financial special fund management in H University by means of questionnaire survey and field investigation In order to promote the establishment and perfection of the internal control system and the further improvement of the management work of H University,and to help it play an effective role in the control,this paper puts forward some countermeasures and suggestions for the establishment and improvement of the internal control of the financial special funds management of H University,which can be used for reference,reasonable and scientific,and in line with the social development.The conclusion has a positive impact on similar institutions of higher learning,and improves the level of financial special fund management in Institutions of higher learning.
