Research On The Impact Of Fiscal Decentrailization On The Balance Of Compulsory Education At County Level In Guangxi

The long-term existence of the gap in compulsory education does not meet the basic requirements for the establishment of the basic public service equalization system.In recent years,governments at all levels have narrowed the gap in compulsory education through institutional design and policy implementation,but the results have been unsatisfactory.The current fiscal decentralization system has not brought about a significant increase in the level of compulsory education while increasing the autonomy of local finance.The transfer payment system that aims to narrow the gap in compulsory education has a limited effect on the balance of compulsory education,which leads to compulsory education.There is still a certain gap between the status quo and the balanced development goals.Based on the theory of the equalization of fiscal decentralization and compulsory education,this paper analyzes the decentralization of fiscal decentralization and compulsory education in Guangxi,and provides a basis for the model establishment and analysis of the fourth chapter.The core part of the article is an empirical analysis of the impact of fiscal decentralization on the balance of compulsory education.Firstly,the index system for evaluating the equilibrium of compulsory education is constructed first,and the specific value of the evaluation of the compulsory education equalization is obtained.Then,using the panel data model to test the county-level financial autonomy and compulsory education equalization index,select the county-level panel data of Guangxi to analyze the impact of fiscal decentralization in the district on the county-level compulsory education equalization,aiming to assess the current stage of fiscal The effect of the decentralization system and its shortcomings in order to propose corresponding policy improvements and suggestions are of great strategic significance for improving the efficiency of grassroots government supply compulsory education and promoting the balanced development of inter-regional education.The fifth chapter is based on the analysis of the empirical results in Chapter 4,mainly puts forward the research conclusions of this paper,points out the possible shortcomings,and makes future research prospects.At the same time,combined with the status quo of theequalization of compulsory education,the optimization of fiscal decentralization as the basic way to achieve the equalization of compulsory education,and put forward measures and related policy recommendations for the improvement of the issue of equalization of compulsory education.
