Research On Supervision Of Economic Responsibility Of Persons In Charge Of Departments Of Universities

Since the 18th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping at its core has made a major strategic plan to comprehensively and strictly govern the party.It has repeatedly emphasized the need to strengthen and improve the system of restriction and supervision of the operation of power,Reform and improve the supervision of the "leader".In the past,power supervision often "focused" on party and government organizations,and often ignored the problem of power operation in universities.With the continuous exposure of corruption in universities and the increasingly prominent economic crimes of college leaders in recent years,the society's calls for strengthening the power control and performance supervision of college leaders are increasing,especially to strengthen the economic responsibility supervision of university leaders.The prevention of job-related crimes has become the focus of public opinion.Based on this,strengthening the supervision of the performance of economic responsibilities by university leaders,especially the heads of university departments,has been officially put on the agenda.As an important means of economic responsibility performance supervision of heads of universities,economic responsibility audits promote leading cadres to perform their duties and responsibilities according to law,improve management levels,promote the improvement of rules and regulations,strengthen internal control,improve internal management,and promote the school to strengthen the party The construction of a clean and honest government and the improvement of internal governance structures have important roles and significance.By strengthening the economic responsibility audit of the heads of college departments,it is possible to better strengthen the supervision of the economic responsibility of the heads of universities to prevent the power from running out of control,prevent job crimes,and promote the healthy operation of universities.This article adopts the methods of literature analysis,interview,comparative analysis,and case analysis.Starting from related concepts and theoretical foundations,this paper first analyzes the current status of the supervision of the economic responsibility performance of the heads of institutions of higher education,and then analyzes the responsibility of the institutions of higher education in depth.Based on the existing problems and reasons for the performance supervision of people's economic responsibilities,by drawing on advanced experience at home and abroad,the countermeasures and suggestions for strengthening the supervision of performance duties of heads of universities are put forward.Through research,it is found that although the supervisors of university department heads have achieved great results in the performance of their economic responsibilities,they still have prominent problems,including limited coverage of supervision targets,prominent departure from the post-trial audit,difficulty in audit evaluation,and difficulty in defining economic responsibilities.Problems such as insufficient use of results,analysis of reasons from inadequate ideological understanding,insufficient functioning of organizational structures,incomplete supporting systems,incomplete results application mechanism,and weak auditing power,etc.Five aspects are to improve the system construction,strengthen the use of results,and strengthen team building,and further strengthen the supervision of economic responsibility performance of heads of universities.
