In the era of "Internet plus",the collision between the Internet and the traditional travel industry gives rise to a new business form of online car-hailing.Since its emergence,although its legitimacy has been controversial,the huge public demand for travel has pushed this industry to continue to develop at a high speed.Until the implementation of the new ride-hailing policies in 2016,the compliance of local ridehailing industry has been put on the agenda.After more than three years of practice,the overall performance of the overall compliance of the ride-hailing market has been slow or even stopped,especially the phenomenon of illegal operation by drivers.This paper takes the group of ride-hailing drivers as the research object,takes the group of C city express service drivers as an example,and USES the methods of questionnaire survey,in-depth interview and comparative analysis to study the irregularities in the professional behavior of ride-hailing drivers.Under the theoretical framework of sociological behaviour-institution,it is carried out from two aspects: subjective orientation and objective object of drivers' actions.On the one hand,drivers' choice of actions shows obvious motivation orientation.On the other hand,from the perspective of time,irregularities in professional behaviors are gradually formed and developed under the development strategy of platform market grab and the connivance of the government.Immediately after the issuance of relevant policies in 2016,the government,under the pressure of external social environment,temporarily adopted a regulation strategy that was broader than implementation,giving the drivers of online ride-hailing vehicles room to continue their illegal operation.Further from the action back to the system,reflect the relevant policies of online ride-hailing,found that the design ideas of the policy content copy the regulatory ideas of traditional online taxi,and the access conditions set harsh,lack of consideration of the interests of drivers;In the aspect of execution,the cooperation efficiency of all subjects is not high,and the law enforcement means are traditional.According to the violations of analysis,the net about the improvement of the car driver violations of ethical conduct to about car driver group as the breakthrough point,through the net platform,the government,drivers and various main from two aspects of network about car policy development and implementation to improve,to network about become the common value system of the drivers' car policy,improve the driver compliance group will,finally realizes the network about car market is the goal of full compliance.
