X University has realized the transformation,in the historical background of institutions recruitment expanding and the higher learning popularization,from a local normal university to a local comprehensive university.Although X University has seized the opportunity and launched a series of creative fundamental measures in the exploration of the human resources management of the full –time teachers which is an important topic for X University's transformation,connotation upgrade and development,it also faces universal problems which cannot be neglected.Therefore,X University should learn with broad mind some helpful human resources management experiences from other typical local comprehensive universities and should take some measures to encourage the innovation,which has become an important issue that X University will encounter in the its way to famous local university.After defining the concepts of human resources management and incentive and the connotation of X University human resources,the thesis discusses the importance and urgency of the creation in the full-time teacher human resources management in X University.Then the author demonstrates the theoretical basis of the innovation in X University human resource,gives a fairly detailed analysis about basic policy of X university full-time teachers human resource management,innovation,problems and their causes.The theoretical model was used to analyze the factors influencing the development intention of full time teachers in X university,and insisting on open-mind and borrowing attitude,illuminates several main measures of full-time teachers human resource management of the domestic typical local comprehensive universities.Finally,the author puts forward the general policies of human resources management innovation in X University.They are as follows.In human resources design,the plan should be based on institutional orientation and development strategy.In recruitment,recruiting and configuration should be improved according to the construction of disciplines and echelon optimization.In terms of education,high-quality training resources should be integrated to achieve full coverage and monitored.In terms of employing system the performance evaluation index of full-time teachers and incentives should be made scientifically and be perfected constantly.In terms of the retention policy,the legal compensation combined with elastic compensation system should be built.In terms of concrete management,full-time teacher labor relation management should be established and perfected.Heartwarming fundamental policy should be persevered and full-time teachers human resource management policy orientation should maintain its stability and continuity.
