Promoting the modernization of education governance and running a satisfactory education for the people is the ultimate goal of China's education reform.The reform of education management,office and evaluation is the inevitable requirement and fundamental path to promote the modernization of education governance.Wuhou District,as the only pilot of comprehensive education reform in district(city)county,bears the important mission and responsibility of innovation reform.Based on the background and significance of the implementation of education management,separation and reform,this thesis compares domestic and foreign research status and research results,uses multi-subject collaborative governance theory,public governance theory,new public service theory,adopts literature analysis,interview method,case study method and other research methods,through visiting leaders and teachers in Chengdu “Self-management&Total local charge” public school,the district government to obtain first-hand basic data in order to summarize the case of“Self-management&Total local charge”.Secondly,based on the actual development and characteristics of “Self-management&Total local charge” in Wuhou District,this thesis focuses on the problems existing in the early stage,the development process,the main participants,the main methods,and the main achievements of the case.Thirdly,from the perspective of people-oriented,system balance and rights and interests protection,this thesis makes an in-depth analysis on the reform of "Self-management&Total local charge" in Wuhou District:(1)explore in detail the ways of teachers' participation in school management,so as to give full play to teachers' vitality;(2)analyze the functions and responsibilities of the main bodies and the policy interaction among the subjects,and strengthen the construction of collaborative linkage mechanism among the main bodies;(3)research The important role of rights and interests protection in the case.Finally,it summarizes the successful methods to solve the problems of separation of "management,operation and evaluation",such as unclear main function,weak ability of independent school running and lack of independence of evaluation.This thesis considers that in order to promote the separation reform of "management,operation and evaluation" and promote the modernization of educational governance system and governance ability,we should not only stimulate the vitality ofschool running independently,innovate the school management mode,fully stimulate the vitality of teachers,but also realize the participation and cooperation of multiple subjects and scientific and clear responsibilities,so as to truly run an education satisfying the people.
