Public service hotline is a public service platform in recent years,which is not only an important measure to build an service-oriented government,but also an important means to promote the government to provide public services.Despite its limited time of existence,it has now become an important tool for the government to collect public opinions,and to express public reasonable demands for people.However,there are few studies touching upon this topic.Thus,It has become the focus of research how to enable public hot line to give full play in improving the government performance.And it has become a problem needed to be addressed urgently for the management department of the public hotline as to how to build a scientific and reasonable performance appraisal system,mobilize all staff of the enthusiasm and initiative.A scientific performance evaluation method can stimulate the staff to improve their working behavior,improve the performance of the work,and promote the enterprise or department to improve the level of work.However,the performance evaluation system aimed for the public service hotline present needs further improving,some key indicators are not scientific,as a result,it can not achieve the desired purpose.By introducing the main application of KPI assessment method and 360 degree comprehensive assessment method,the paper firstly conducts a thorough research on the public service hotline performance evaluation system,and discusses the relevant technologies applied in this process.Besides,This paper designs and implements a set of performance evaluation system based on SSH framework,which adopts a B/S framework.By checking relevant information and combining the real demands project of "Changsha City,12345 public service hotline",the paper conducts a comprehensive analysis of the needs.In the design,the system business is divided into a dozen modules and these modules not only cover all aspects of the performance evaluation,but also manage to deal with all affairs related to the public service hotline in an all-round way.It has been testified to be able to meet the work demands and help to realize the goals expected before.In addition,the paper,by adopting empirical research method,makes a comparison between the original performance evaluation and the present one,which paved ways for further efforts.The performance evaluation system designed in this paper has intensified the application of the performances by putting it into practice and further improving.The performance evaluation index system is scientific.The performance appraisal system is flexible and convenient.In real practice,the system can help achieve the goal of timelyprocessing and management so as to enable the government to play better role in build a service-oriented one.The public service hotline performance assessment system designed in the paper can provide the reference for the other hot lines in the community,which outlines a comprehensive evaluation on the performance of the public service hotline.
