| The construction of the e-government system is the key to realize the strategy of'information driving industrialization' in China,and the document transmission system is the core and basic of the e-government system construction.It can meet the demand of the government to change its function,promote economy and accelerate the development of information industry.By making full use of computer and modern communication means,a quick access is established for information exchanging,resource sharing,and business managing in the government.So that e-government information can be uploaded or issued faster,the office collaboration and the office efficiency can be improved,which provide assistance office and decision service for all levels of leaders and services.But there are some security issues in the document transmission system,such as information leakage data tampering.CA certification can ensure the security of the system in document transmission processing.Digital signature and electronic signature plays the same role as handwritten signature or seal,which can solve the pervasive security issues of electronic information storage and transmission in the document transmission system.This system is based on PKI/CA technology and workflow technology,which combines the technology of CA identity certification with electronic signature technology.These technologies are applied to implement the document transmission system,so the documents of superior-subordinate can be interconnecting.The system supports for drafting,registration and query of electronic documents,and also supports for electronic processes of auditing and issuing.The CA certification,digital signature and electronic signature technology can keep the confidentiality,integrity,authenticity and non-repudiation of the system.At the same time,for users of different roles,a flexible authorization policies is designed for the unified authorization management for classification.A set of complete security scheme for document transmission system based on CA certification is proposed,which meets the demands of Liaoning Province Land Resources Department's document transmission,and deployed and applied in e-government system of Liaoning Provincial Land Resources Department.Firstly,the related technologies of document transmission are introduced and detailed requirement analysis is made in this thesis.Secondly,according to the business demand and security demand of the system,the overall architecture thought is expounded,and the function modules of the system are designed by layers.Then according to the respective design of each function module,each layer and function module of the transmission system is implemented.The basic processing of receiving documents,sending documents,certificating identity,and imprinting electronic signature are given.The main function modules of the system are tested by the unit test and the function test,and the performance and availability of the system is evaluated.Finally,the characteristics of the system are summarized,and the following research direction is pointed out. |
