Research On Efficiency Of The Archival Public Service In Perspective Of The Supply-side Reform

Under the requirement of promoting national governance system and modernization of governance capacity in our country,the archival public service has appeared obvious phenomenon of low efficiency,which is far from the requirement of the development of socialist market economy in terms of supply capacity,supply range,etc.In fact,the reason of the low supply efficiency of archival public service is not the shortage of demand,but the lack of effective supply-side revealed by the mismatch of supply and demand structure.Therefore,we can draw on the experience of the supply-side reform in the economics field,and carry on the structural adjustment and intension construction for the supply-side of the archival public service in our country,and make efforts to increase the quality and efficiency of the archival public service on the supply-side.From the specific research content,this paper firstly analyzes the concepts of the supply-side reform and the archival public service,and the supply subject,supply content,production factors,systems,which can affect the efficiency of the archival public service on the supply-side.Secondly,this paper demonstrates the contradiction between the supply and the demand of archival public service from the timeliness of archival information demand and the lag of file utilization service,the richness of archival cultural demand and the oneness of archival culture service,the universality of archival business demand and the limitations of archival services.And this paper expounds the reason such as the unbalance of main body,lag of system supply,unbalance of supply structure and inefficiency of production factors on the supply-side.Finally,this paper puts forward the countermeasures from three aspects:On the subject issues,we should pay attention to the authorization and the supervision,in order to realize the optimization of the subject right of archival public service through the transformation of the function of the archival administration department and the construction of the pluralistic supply pattern;on the structural issues,we should focus on the adjustment of the regional structure and the adjustment of the product structure,the adjustment of the product structure should remove the consolidation stock of the archival resources,and focus on the high-end supply of the archival culture products,and the adjustment of the regional structure should promote the multidimensional integration of the archival information resources,strengthen the equal supply of archival services;on the element issues,we should not only increase the input of elements,but also upgrade the elements through technological progress,system reform or mechanism innovation,specifically including collecting folk native resources by collecting mechanism,constructing modernized archives platform by media fusion,training high-quality archivists through alliance mechanism and supplementing public welfare social capital by voluntary service.
